Minutes of Meeting November 30, 2011
Wellfleet Town Hall Hearing Room
        
Present: Peter Hall, Chair; Janet Reinhart, Marcia Seeler, Elaine McIlroy, Jan Plaue, Deirdre Poole, Gary Sorkin, Trudy Vermehren

Chairman Peter Hall called the meeting to order at 9:30 a.m.

Minutes of 10/26/11
Reinhart moved to approve the minutes of October 26, 2011.  Plaue seconded, and the motion carried 8-0.  

New Applications
#12-02  Historic Museum Renovations
Dee Portnoy and Brad Williams were present to discuss the application by the Wellfleet Historical Society for renovations to the east wing of the Historic Museum.  Jan Plaue wanted to clarify the CPC policy on additional requests and Trudy Vermehren pointed out the enlarged scope of the new request.  The original project was to purchase the building, and this project is for renovation of the building.  CPC established that this represents a new project.  Dee Portnoy explained the finances of the project.  She and Brad Williams answered questions regarding the contractors and bids.  Elaine McIlroy mentioned some energy resources that the Historic Society might contact.  Dee Portnoy discussed use of the summer kitchen.  Brad Williams and Dee Portnoy expanded on the role of the Historical Society in preserving Wellfleet’s heritage and educating the community on its history.  

Seeler moved to approve Application #12-02 for Renovations to the Historic Museum for consideration at Annual Town Meeting.  Reinhart seconded, and the motion carried 8-0.   

#12-04  Housing Buy Down Program
Jan Plaue moved to approve Application #12-04 for the Housing Buy Down Program for consideration at Annual Town Meeting.  Janet Reinhart seconded and the motion carried 8-0.  

#12-03 Archival Preservation of Town Records & #12-05  Preservation of All Town Records
Lydia Vivante and Dawn Rickman were present to explain Applications #12-03 Archival Preservation of the Town Clerk’s Records and #12-05 Preservation of All Town Records.  

Town Clerk Dawn Rickman said that the complete town records project application was for a planning phase.  She said she was interested in obtaining access to the former South Wellfleet Fire Station for storage.  CPC members questioned the Town’s responsibility for providing financing for storage.  Marcia Seeler suggested merging the two applications.  The Committee considered if the possibility of future funding for the actual storage set up.  Lydia Vivante outlined possible grants for the second phase.  CPC suggested requesting the funding for all town records through Town money first at Town Meeting.  CPC asked to postpone Application #12-05 until this happens.  Rickman agreed to this.  

Application $12-03 concerns archiving vital Town records.  Peter Hall had requested that Dee Portnoy and Brad Williams remain to discuss the preservation of historic records in conjunction with the Historic Museum.  Lydia Vivante explained that microfilming is an accepted legal method for preserving records.  Some of the documents are available on microfilm at the Library.  She said that additional electronic recording make access more readily available.  Dee Portnoy expressed the Historic Society’s desire to collaborate with the Town for storage and preservation of records.  McIlroy indicated that the preservation of records was important to the Library too.  

Plaue moved to approve Application #12-03 for Preservation of the Town of Wellfleet’s Archive for placement on the Annual Town Meeting Warrant.  Seeler seconded and the motion carried 8-0.  

#12-01 Cannon Hill Historic Landscape Restoration
Application #12-01 was tabled since its advocates were not in attendance.  The Committee would like to see more information provided.  Marcia Seeler said the Historic Commissioners will discuss the project at their next meeting.  Maintenance of the area is an issue that needs to be clarified before CPC considers the proposal.

Agenda for Next Meeting
The Cannon Hill Restoration Application is the main agenda item for the December 28, 2011 meeting.

Adjournment
Sorkin moved to adjourn. Poole seconded, and the motion carried 6-0. The meeting was adjourned at 11:23 a.m.
