Minutes of Meeting February 23, 2011

Chairman Peter Hall called the meeting to order at 9:30 a.m.
Minutes of 2/9/11
Plaue moved to approve the minutes of February 9, 2011.  Gips seconded, and the motion carried 8-0.  
Application #11-02 Recreation
Recreation Director Becky Rosenberg, DPW Director Mark Vincent and Assistant Town Administrator Rex Peterson were present to ask about getting money for a more accurate estimate of the field project.  Peterson suggested a request of $32,500 to do a study for the creation of a multi-purpose field at 75 Lawrence Rd.  Rosenberg explained that Recreation still has the support and enthusiasm for the project. Mark Vincent spoke about the advantages of having an advance design. CPC members discussed the high cost of the design phase which, with contingencies added, totals $40,000.  Peterson said the bidding piece of $9,000 could be eliminated by doing it in-house.  He said the design contract could also be done in phases.  CPC wants the application to reflect the design costs as well as the construction costs.  Recreation will come back with the accurate figures in an updated application on March 9, 2011.  Ketchum moved to request that Recreation return with accurate figures in an updated application for the March 9, 2011 meeting.  The information is to be submitted in advance of the meeting by at least three days. The request should be for no more than $150,000 including the planning phase.  The revised application must include the cost spreadsheet and a list of other sources of funding.
Reinhart seconded.  The motion carried 8-0.  
Pond Hill School Fundraising Update
Chuck Cole presented a list of donations, pledges, in-kind contributions and services.2   He related his efforts to get a grant which will match funds with CPA money.  He said SWNA may apply for a USDA grant also.  Cole requested that CPC develop a mutually satisfactory form for listing the pledges, in-kind contributions and services. He mentioned that the volunteers may need to be paid a minimal fee in order to have insurance coverage.

Plaue moved to adjourn.  Reinhart seconded, and the meeting was adjourned at 10:40 a.m.
