Minutes of Meeting December 1, 2010
Wellfleet Fire Station Conference Room
        
Present: Peter Hall, Chairman; John Ketchum, Elaine McIlroy, Jan Plaue, Marcia Seeler, Judy Taylor

Regrets: Deirdre Poole, Robert McCaffery, Janet Rinehart, Terry Gips

Chairman Peter Hall called the meeting to order at 10:15 a.m.

Application #11-02   Presentation by Recreation
Recreation Director Becky Rosenberg, Assistant Director Angel Robinson, Mark Dayton and School Nurse Claudia Cope-Crosen gave a presentation explaining the purpose behind the Community Health, Fitness and Recreation Area project, details of the track, use possibilities, and the advantages of increased physical activity.  CPC members discussed the material for the track, scheduling activities, school security issues and parking availability.  The surfacing material for the track was considered for resiliency, safety and maintenance.  Becky Rosenberg discussed additional sources of funding beyond CPA money.  Mark Dayton displayed slides depicting fields and tracks comparable to the Wellfleet proposal.  He presented some of the installation factors and a possible timeline.   Becky Rosenberg elaborated on the success of the Skateboard Park and expressed the hope that this project would also benefit Wellfleet.  

CPC suggested that the Recreation representatives come back with at least two sets of proposed costs and projected figures of maintenance.   

Agenda Additions
Coordinator Mary Rogers gave an update on Deirdre Poole.  
Jan Plaue asked that Pond Hill School’s Preservation Restriction be added to the agenda.

Minutes of 10/27/10
Plaue moved to approve the amended minutes of October 27, 2010.  Seeler seconded, and the motion carried 6-0.  

Community Housing Application #11-01
Elaine McIlroy explained that there was $23,000 in the Housing Budgeted Reserve that Affordable Housing was requesting be moved into the Housing Trust Fund.  Jan Plaue moved to approve the application for Town Meeting.  Taylor seconded, and the motion carried 6-0.  



Available Funds
A figure for available funds of $303,000 as previously supplied by the Town Accountant is still in effect.

Other Business
Peter Hall reported on the Cannon Hill proposal that had not been submitted for the spring Town Meeting.  

Jake Ketchum said that the new Habitat House will have a dedication ceremony on December 12, 2010.

Next Meeting
The January 26, 2011 meeting will be focused on Recreation Application #11-01.

Adjournment
The meeting was adjourned by consensus at 11:40 a.m.
