Minutes of Meeting October 27, 2010
Wellfleet Town Hall Hearing Room
        
Present: Peter Hall, Chairman; Terry Gips, Elaine McIlroy, Jan Plaue, Marcia Seeler, Judy Taylor, Robert McCaffery, Janet Rinehart

Regrets: Deirdre Poole, John Ketchum

Chairman Peter Hall called the meeting to order at 9:30 a.m.

Agenda Additions
Agenda additions included discussion of Steve Anthony’s memorial service, sending Deirdre Poole flowers and a card wishing her a speedy recovery, and getting Bob McCaffery in place as Recreation representative on a temporary basis.

Minutes of 8/25/10
Elaine McIlroy moved to approve the amended minutes.  Seeler seconded, and the motion carried 6-0.

Recreation Commission Request
School Nurse Claudia Cope-Crosen and Recreation Director Becky Rosenberg were present to discuss the possibility of developing a multi-use field through CPA money.  Ms. Cope-Crosen described the existing field and wooded area of the lot.  CPC cited the Kopelman & Paige advisory letter of January 21, 20091 regarding the Seideman v. City of Newton case.  CPC requested that Recreation prepare the application, including in it a map with the proposed multi-purpose field located on the parcel.  Rosenberg discussed additional financing that she anticipates for the project.  The issue of creating something new versus rehabilitating an existing facility was reviewed. Legislation changes are still pending on Recreation allowances.  A site visit will be needed once the application is in.  
 
Historic Preservation Restrictions
CPC discussed getting the Pond Hill School Preservation Restriction in place.  The CPC Coordinator will contact Pond Hill School representatives in writing about getting the documents signed.  

Needs Hearing Report
The annual required needs hearing was held during the Selectmen’s meeting on September 28, 2010.  Elaine McIlroy had a suggestion for a more interesting approach for next year with a slide update of projects underway.

Future Projects
Marcia Seeler said she would remind Historical Commission of the Cannon Hill project.  Jan Plaue said there might be an Open Space request.  

Other Business
CPC studied the Pie Chart with the Open Space projects and debt separated into different categories.  

Judy Taylor said the Route 6 Affordable Housing property is now rented.

Next Meeting
The next meeting will be held at 9 a.m. December 1, 2010.

The meeting was adjourned by consensus at 10:50 a.m.
