Minutes of Meeting August 25, 2010
Wellfleet Town Hall Hearing Room
        
Present: Peter Hall, Chairman; Terry Gips, John Ketchum, Elaine McIlroy, Jan Plaue, Janet Reinhart, Marcia Seeler,

Chairman Peter Hall called the meeting to order at 9:33 a.m.

Agenda Additions
A discussion of the Route 6 rental property was added to the agenda.

Minutes
Plaue moved to approve the minutes of July 28, 2010.  Seeler seconded, and the motion carried 5-0.  

Uses of Administrative Funds
The Community Preservation Coalition had advised the CPC that it was permissible to use administrative funds for planning of projects.  
 
Oversight of Historic Preservation Restrictions
Town Counsel had given an opinion on monitoring of a building that has a preservation restriction.  Kopelman & Paige had said that the amount of monitoring was up to the Historic Commission.  At their next meeting the Historic Commission will discuss their role in monitoring preservation restrictions.   The CPC Coordinator will notify the Community Preservation Committee of activity and progress reports on buildings with preservation restrictions.  
Plaue moved to use administrative funds and the coordinator to check on activity for projects with preservation restrictions.  McIlroy seconded, and the motion carried  6-0.  

SB90
The Bill to Sustain Community Preservation (SB90) did not get considered by the state legislature by August 1, 2010 but will be taken up again in January, 2011.  

Online CP-3 Report for DOR
The CP-3 report is posted on line, and the accountant is ready to File the CP -1 and CP-2 reports with the Department of Revenue, according to Mary Rogers.

Needs Hearing
The needs list for 20101 is ready for the hearing, which will be advertised for a hearing within a Selectmen’s meeting.  The coordinator will also send out a press release that this is the time to plan for projects for 2012.

Project Activity Report
The Committee reviewed the list of all CPC-funded activities2.  Elaine McIlroy gave updates on the Gull Pond Affordable Homes and the Paine Hollow Affordable Housing.  She also explained the situation with the project for Route 6 Rental Housing and submitted an email message dated August 12, 20103 from Stuart Saginor of the Community Preservation Coalition regarding the scope of the project.  The Committee discussed bringing the project back to Town Meeting as the best approach.  The other projects were discussed included Pond Hill School, the Habitat house at Chequessett Neck Rd. and the Modern Houses.  In addition to the year by year activity report, the funding information was presented by category4 and as a pie chart. 5 Jan Plaue requested that the Open Space funds be represented in two parts on the pie chart – one for projects and the other for debt service.  

Fiscal Year 2010
The Committee looked to the future with the Financial Projections for Fiscal Year 2012, 6 some early indications of projects for 2012 and receiving notice of projects in advance.  

Mail
In the mail were a thank-you note from Cape Cod Habitat for Humanity dated August 5, 20107 and a letter from the Campaign to Protect the Affordable Housing Law dated August 10, 2010.8  

Adjournment
McIlroy moved at adjourn the meeting.  Reinhart seconded, and the motion carried unanimously.  The meeting was adjourned at 10:45 a.m.
