Community Preservation Committee
Minutes of Meeting May 27, 2009
Wellfleet Town Hall Hearing Room
        

Present: Peter Hall, Chairman; Terry Gips, Barbara E. Gray, John Ketchum, Elaine McIlroy,  Marcia Seeler, Judy Taylor, Jan Plaue

Chairman Peter Hall called the meeting to order at 9:00 a.m.

Agenda Additions
Peter Hall added Pond Hill School’s proposal to the agenda.  

Modern House Trust Lease for Gips House
Peter McMahon was present to answer questions regarding the lease for the Gips House from the National Park Service.  Gray suggested advising the Park Service to offer a renewable lease, but the Committee did not wish to complicate the agreement.  Gray commended the CPC Coordinator for her contact with Congressman William Delahunt and Mark Forrest regarding the lease.
Gray moved to approve the lease for the Modern House Trust.  Seeler seconded, and the motion carried 8-0.  

Financial Outlook
Town Accountant Marilyn Crary was present to review finances with the CPC. She reported that funding was right on target.  She explained the forms that must be submitted to DOR each year.  

Pond Hill School
Mary Rogers explained that the contact person for an upcoming application for Pond Hill School had inquired about getting emergency money for insurance, something which is not possible through CPA funding.  Gips and Gray gave background information on the historic structure.   McIlroy reported on the status of the library located in the upstairs of the building.  

Project Updates
Mary Rogers gave an update on CPC projects from 2006 to the present.   Ketchum raised a question on time limitations for holding the sums in reserve.  

Membership Terms with Boards
Members were reminded to renew their membership with their respective boards. Peter Hall will submit his request to be appointed as a Member at Large.   The coordinator will try again to get a Recreation representative.  

Policies & Procedures
This will be emailed for comments with the intention of approving a final draft at the next meeting.  

Minutes of 2/25/09 and 3/18/09
McIlroy moved to approve the minutes of February 25, 2009.  Gray seconded, and the motion carried 5-0.

Plaue moved to approve the amended minutes of March 18, 2009. Gips seconded, and the motion carried 6-0.

Adjournment
Gray moved to adjourn.  Gips seconded, and the meeting was adjourned by consensus at 10:13 a.m.
