Minutes of Meeting December 17, 2008
Wellfleet Town Hall Hearing Room
        

Present: Peter Hall, Chairman; Barbara E. Gray, John Ketchum, Elaine McIlroy, Jan Plaue, Judy Taylor, Dorothy Dolan, Marcia Seeler

Chairman Peter Hall called the meeting to order at 9:00 a.m.

Hall asked that both presentations be given first before making decisions on the two applications before the Committee.

Application #09-03 - Drummer Cove Trailhead Lot (Pinto Property)
Dennis O’Connell of the Wellfleet Conservation Trust and Paula Goldberg of the Cape Cod Compact were present to explain the proposal to acquire the Pinto property on Drummer Cove.  They explained the use of State Self Help Grant matching funds and money from the Wellfleet Conservation Trust to make the purchase possible.  The Town would become owner of the property.  Paula Goldberg reviewed the advantages of acquiring the parcel of land and the availability of the State grant.  Gray said that the project meets all the criteria of the Local Comprehensive Plan for waterfront properties.  The Town would be gaining a $400,000 lot for $100,000, contingent on funding from the State and the Wellfleet Conservation Trust.  

Application #09-01 - Housing Now
Elaine McIlroy explained that the Affordable House Trust Fund needs to be built up in order to have money available to buy down homes to affordable prices.  Jan Plaue suggested a plan for financing.  She moved to recommend $100,000 for Open Space and $250,000 for Housing with borrowing for the remainder of the $330,000 request.  McIlroy explained the costs of the Housing Now Budget.  
The Committee discussed borrowing and available finances.  Hall suggested allocating additional funds to Housing when the actual contribution from the State is known in October, 2009.   

Plaue moved to approve the Open Space Application #09-03 of $100,000 contingent on all the funding.  Dolan seconded.  The motion carried 8-0.

Plaue moved to approve the Housing Application #09-01 to its full extent in the following manner:  making whatever funds are available as soon as possible and funding it up to the full $330, 000 when the State match is established.  McIlroy seconded.  The motion carried 8-0.  

Other Business  
Paula Goldberg complimented CPC members on their spirit of cooperation and ability to work well together.

Barbara Gray moved that CPC send a letter to George Price and to Congressman Delahunt enlisting their help to expedite the lease agreement between the Department of the Interior and the Modern House Trust for the Gips House.  Taylor seconded, and the motion carried 8-0.  

Dottie Dolan announced that she will be resigning from the Conservation Commission in January; a new representative from ConsCom will replace her on the Community Preservation Committee at that time.  

Gray moved to adjourn.  The meeting was adjourned by consensus at 9:50 a.m.
