Minutes of Meeting October 22, 2008

Chairman Peter Hall called the meeting to order at 9:00 a.m.

Agenda Additions
The Uncle Tim’s Bridge reopening, clarification of the Herring River Restoration Committee’s request and announcements from Elaine McIlroy were added to the agenda.

Minutes of 9/24/08
Jan Plaue moved to approve the minutes of September 24, 2008.  Dolan seconded, and the motion carried 6-0.

Uncle Tim’s Bridge
Tracy Vanderschmidt, who initiated the CPA application for the restoration project, and Board of Selectmen Chair Jacqui Wildes Beebe will cut the ribbon at the reopening of Uncle Tim’s Bridge, which will take place November 12, 2008.  

Herring River Restoration Project
CPC discussed the Herring River Restoration Committee’s visit to the last meeting and clarified that a new application to the CPC would be required for the purchase of other land along the river.  The money which had been approved at Town Meeting in 2005 for acquisition of the Chequessett Yacht & Country Club land is considered a dead issue.  Alternatives are now being considered, and it is likely that CPA money will be sought.  The Town would acquire any land that was bought through these funds, and a conservation restriction would have to be in place on the land.  There is a newly formed Friends of the Herring River group that has applied for non-profit status, Plaue reported.

Policies & Procedures
Policies and Procedures were reviewed and amended.  Seeler moved that CPC vote on approval of applications at the meeting following the deadline.  McIlroy seconded.  After a discussion of the proposed policy item, Seeler withdrew the motion.  

Funds
The state matching fund report had been published online.  Wellfleet’s total added up to $311,114 from the first and second round distributions by the state.  This constitutes a 90.58% match.    

Contracts
Mary Rogers and Peter Hall had met with Paul Sieloff and Rex Peterson regarding Town contracts for CPA-funded projects.  In the future, CPC Coordinator Mary Rogers will be sure that conditions set by the Committee are built into the contracts.   Marcia Seeler promised to compare the Historic Preservation Restriction for Wellfleet Preservation Hall with the CPA Coalition’s recommended sample preservation restriction the suitable for the Wellfleet Historical Museum.  

Hearing for Needs List
Housing and Open Space had completed their review of the Annual Needs List.  The Historic Commission will submit their revisions by the first week in December.  The coordinator will seek Recreation’s 2008 Needs before the December 9 hearing, which will take place at the Board of Selectmen’s meeting.

Announcements
Elaine McIlroy announced that the Housing Rehab grants have been a huge success in Wellfleet and Provincetown.  Nineteen properties have been rehabbed so far. As the program continues, landlords will be allowed to rehab their properties for income qualified tenants, she said.  Pre-applications for the grants are available at the library.  

Next Monday October 27 at 1:00 p.m. concerned citizens will meet to brainstorm ideas for helping people in need get through the winter.  Suggestions for the Outreach Council and Food Pantry are welcome.  WHAT Theater is also planning a benefit, McIlroy said.   

Marcia Seeler announced that the State of the Harbor Conference will be held November 15 at Wellfleet Elementary School.  

Next Meeting
The next CPC meeting will be held Thursday, November 20.  

Adjournment
Plaue moved to adjourn.  Hall seconded, and the meeting was adjourned by consensus at 10:45 a.m.
