Minutes of Meeting August 27, 2008

Present: Peter Hall, Chairman; Barbara Gray, Elaine McIlroy, Jan Plaue, Judy Taylor Dorothy Dolan, Marcia Seeler
Absent:   John Ketchum

Chairman Peter Hall called the meeting to order at 9:03 a.m.

Agenda Additions
Added to the agenda were a CPC sign update and an immediate set of thank-you notices to new Coordinator Mary Rogers and Jan Plaue for advocating establishment of the position.

Minutes of 7/23/08
Seeler moved to approve the minutes of July 23, 2008. Plaue seconded, and the motion carried 5-0.

Policies & Procedures
The Committee discussed the latest suggestions for Policies & Procedures.  Applications that are withdrawn with and without approval; over-runs; deed restrictions; funding sources; access to Town Counsel; follow-ups on projects; work supervision; time frames; clearly defined contracts; and notification of Finance Committee and Selectmen were all discussed.  The Coordinator will prepare another draft to review at the next meeting.  

Needs List
The date for receiving updated needs was set as the end of October.  A meeting for considering the lists will be scheduled for a date in November.   

DOR Request – Update  
The CP-3 forms have been completed on line.  Mary Rogers provided the Committee with the website for viewing Wellfleet’s and all other towns approved applications filed with the Department of Revenue.  

Town-Owned Land Request
The Administrative Request for recommendations for Town-owned parcels was considered.  Housing, Open Space and Conservation have all made recommendations on the lots in question.  CPC will not identify any specific lots at this time.  When particular lots are recommended for specific purposes, the Committee will respond.  For now the CPC the response will indicate that the Committee endorses adherence to the prescribed procedure for disposition of Town-owned land. For the record, Gray expressed displeasure with the high expenditure of time and effort by various boards and individuals already spent on the process.  

CPC Signs
The Skateboard Park sign recognizing CPC funding for the project is now in place at Baker’s Field.  The Pilgrim Springs Woodlands sign has been given to the Conservation Trust for installation at that site.

Adjournment
Gray moved to adjourn.  Hall seconded, and the motion carried 7-0.  The meeting was adjourned at 10:20 a.m.
