Minutes of Meeting November 28, 2007
Wellfleet Town Hall Hearing Room


Present:  Peter Hall, Chairman; Janet Erickson, Barbara Gray, Elaine McIlroy, Victoria Pecoraro, Jan Plaue, Judy Taylor

Absent:  Dorothy Dolan, John Ketchum, Katie Sugg

Also Attending: Patricia Foley, Finance Committee liaison to CPC

Chairman Peter Hall called the meeting to order at 9:00 a.m.  

Minutes of 10/24/07
Elaine McIlroy moved to approve the minutes of October 24, 2007.  Marcia Seeler seconded and the motion carried 6-0.

Kopelman & Paige Memo on Seideman v. Newton
Marcia Seeler gave her interpretation of the Newton case. She suggested caution in documenting rationale for each application.  There was a discussion of the Skateboard Park Article for STM and the source of financing.  

STM  Preparation
The Community Preservation Committee brochure will be available at Special Town Meeting (STM).  The Preservation Hall mailing also deals with CPA background.  Seeler said that any legal questions that might arise should be referred to Town Counsel, who is present at STM.  Patricia Foley, FinCom liaison, asked about CPC rationale for approving the Preservation Hall Article.  Judy Taylor offered the minority report on the vote against the Article.  McIlroy said that the land Article would be indefinitely postponed, and she reported on the Route 6 property which is a CPA project.

Comments on Forum Pre-Town Meeting
Barbara Gray commended the secretary for her CPA presentation at Pre-Town Meeting.  Those who attended agreed that the meeting as a whole was most congenial

Recap Second Site Visit to Modern Homes
The beauty of the isolated sites and the perils of driving to the Widelinger house were discussed.  

New Applications Review
Hall said that the four applications should be reviewed as a whole for the sake of financing.  Also he asked that CPC consider what other information might be needed.

Elaine McIlroy was ready to introduce #08-03, a request for $60,000 for Housing Support.  She reported on the cases which used the original 2007 CPA grant for Housing Support and answered questions on the new application.  

McIlroy also discussed Application #08-04, which is a request for $300,000 for land acquisition in order to go forward with the USDA Self Help Housing Program.  

Jan Plaue requested that someone be present at the next meeting to provide more information for Application #08-02 for Drummer Cove Access. There is also a legal issue that needs to be resolved before the application could go forward, according to Hall.  

FinCom Joint Meeting
FinCom Chair Patricia Foley requested that CPC and FinCom hold a joint meeting. CPC will be invited to an upcoming FinCom meeting.

CPC Staff Position
Plaue reported on progress in creating a staff position.  Wellfleet’s CPC was waiting to see if Truro would be interested in sharing a staff person.  Because Truro did not hold a Town Meeting in fall, there is no joint effort going forward.  Plaue suggested that a CPC position for Wellfleet only be offered.  McIlroy asked if a contract service person could be hired instead of a part time part employee.  Jan Plaue will follow-up on the contract service idea with Acting Town Administrator Rex Peterson.

Mail
The Annual Report is due.
A conflict of interest seminar is scheduled at the COA on December 10.  

Next Meeting
The next meeting will be Wednesday, January 9, 2008.  

Adjournment
Gray moved to adjourn. Taylor seconded at the motion carried 7-0.  The meeting adjourned at 10:20 a.m.
