Minutes of Meeting August 22, 2007

Present:  Peter Hall, Chair; Dorothy Dolan, Janet Erickson, Barbara Gray, John Ketchum, Elaine McIlroy, Victoria Pecoraro, Jan Plaue, Judy Taylor

Absent: Katie Sugg

Chair Peter Hall called the meeting to order at 9:00 a.m.  

Modern Styles Homes Presentation
Peter McMahon of the Cape Cod Modern House Trust gave a slide presentation on Modern Style history and the Trust’s plans for archiving and preserving material on the homes, mostly within the National Seashore.  Three buildings have been declared historic, and the Trust is working to have more houses designated as historic. McMahon said that they would work with non-profits and student groups to restore the structures.  The Trust aims to lease the buildings and use them for educational, cultural and historic purposes.  The first rehab project would be the Kuegel-Gipps house, McMahon said.  CPC will go on a site visit to several of the homes September 20 at 9 a.m.  McMahon plans to apply for CPA money for restoration of the homes.  

Application #07-04 Meadow Ave. Restoration
Tom Flynn, Chairman of the Coastal & Pond Access Committee, came forward to explain the Meadow Ave. Restoration project on Lieutenant’s Island. The Access Committee would like to reestablish a parking area and use the sand from that area to fill in a gap that exists to the south at the same time keeping vehicles off the nearby Audubon land.  The DPW director had written a memo outlining work that was needed to accomplish this.  The $30,000 request is to regrade the stable area for parking, fill in the gap and berm the area.  

Hall explained that CPA funds are not to be spent on projects that the Town should be doing.  Dolan said a first step, which has not yet happened, is going before the Conservation Commission.  Even though CPC understands the importance of the project, it did not consider the project appropriate for CPA funds.  

Minutes of 7/25/07
Plaue moved to approve the amended minutes of July 25, 2007.  Erickson seconded, and the motion carried 9-0.  

Notification Procedures
After decisions have been made on CPA applications, the secretary will notify applicants in writing.  

Warrant Articles of Special Town Meeting December 3
The Preservation Hall, Historical Museum, Housing and additional Skateboard Park Funds all need to be written up as Warrant Articles for Special Town Meeting December 3, 2007.  Because of the change in date for STM, CPC has additional time to prepare the Articles.  

Next Deadline for CPA Applications
Plaue moved to change the deadline for CPA funding applications to November 15.  Taylor seconded.  The motion to establish a new deadline date carried 9-0.  .                                                  
Job Description of Staff Position
Plaue reported that the Truro CPC does not requisition 5% for administrative needs at this time, but they will go before Truro Town Meeting in order to requisition enough money for a shared staff person between Truro and Wellfleet.  Rex Peterson continues to work on creating this position.  

Other Business
Plaue said that CPC needs to decide which project(s) are to be done through bonding.  The Warrant Article(s) need to be written accordingly, she said.  Ketchum said he would work out the details of bonding for the appropriate application(s) that would be presented at Special Town Meeting.  An Article requesting bonding requires a two-thirds vote.

Pecoraro wanted to add the subject of over-runs to the agenda for the next meeting September 26, 207.  She explained that the Recreation Department had signed the contract for the Skateboard Park, knowing that the CPC money would not cover the total expense.  

Adjournment
Gray moved to adjourn.  Plaue seconded.  The motion carried 9-0, and the meeting adjourned at 10:55 a.m.
