Minutes of Meeting June 27, 2007
Senior Center Conference Room


Present:  Peter Hall, Chair; Dorothy Dolan, Janet Erickson, Barbara Gray, John Ketchum, Elaine McIlroy, Victoria Pecoraro, Jan Plaue, Judy Taylor

Absent:  Katie Sugg

Chair Peter Hall called the meeting to order at 9:00 a.m.  

McIlroy moved to approve the minutes of June 13, 2007.  Dolan seconded, and the motion carried 8-0.

Plaue moved to approve the minutes of hearing of June 14, 2007.  McIlroy seconded, and the motion carried 8-0.

Application # 07-02  Preservation Hall
Marla Rice and other members of Wellfleet Preservation Hall (WPH) were present to further discuss the Preservation Hall application.  She informed the Committee that WPH had been the only RFP and that the Selectmen had given their approval to move forward with the project.  

After a brief discussion of capacity for the two levels of the building, Gray moved to concur with the revised estimates of WPH: that the $250,000 be allowed immediately and $250,000 be granted later matching their own fundraising.  Dolan seconded.  

Discussion followed on fundraising figures by WPH.   From the floor, Simone Reagor explained WPH fundraising and budget projections.  Ketchum asked about plans for the remaining portion of the building.  

Ketchum said the motion should include CPC obtaining interest in the building.  Gray discussed deed restrictions that run with land.  Since this applies to a building, Gray was not certain that it was applicable to this case.  Simone Reagor said that the Wellfleet Historic Commission would hold a historic deed restriction on the structure.  The ownership of the building and property were also discussed.

McIlroy suggested holding off a decision so that CPC funds were not depleted.  Hall suggested bonding, which Ketchum concurred with.  Plaue said there would be money with the next year’s CPA allotment.  Hall reviewed the present funds available.  Hall said it could be done without bonding after all.  The motion did not have to state that the grant would be done through bonding.  

The motion to grant the amended request for Application # 07-03 carried 7-2.


Community Preservation Coalition Speaker
Katherine Roth of the Community Preservation Coalition was present to answer questions and explain the role of the Coalition.  Hall’s first question was about historic restrictions granted to property owned by a town.  Roth gave a PowerPoint presentation on implementing the CPA and the Coalition and answered questions that arose.

Next meeting will be held July 25.
