Minutes of Meeting May 23, 2007

Chair Peter Hall called the meeting to order at 9:05 a.m.  

Plaue moved to approve the amended minutes of April 25, 2007.  Gray seconded and the motion carried 6-0.

The needs questionnaire results-to-date were considered.  The agenda for the June 14, 2007 hearing is being planned using these results.  

Wellfleet Preservation Hall (WPH) had submitted an application for funding.  McIlroy noted that WPH had not been awarded the RFP yet.  The project application, if it goes forward, would be considered at Fall Special Town Meeting.  The time period for the project was questioned.  McIlroy discussed a program where CPC projects received money as loans.  This is a future topic for another CPC meeting.  Priority issues for projects were also discussed.

Tracy Vanderschmidt had submitted a letter suggesting changes to the CPC application form.  There had been a meeting regarding the Uncle Tim’s Bridge project which outlined responsibilities of applicants.  Guidelines issued after approval of a project could include additional information provided by the CPC.  Financial management information would be most important from a CPC perspective.  

Plaue moved that in light of Vanderschmidt’s suggestions, CPC continue to make the application as user friendly as possible but alert applicants to contact appropriate town officials to understand what permits and approvals they would need.  Gray seconded.  Discussion of procedures followed.  A CPC staff person would also improve understanding of the process.  The motion carried unanimously.  

McIlroy discussed the Wellfleet Historical Society’s museum project and desire to get an early CPC opinion.  The next meeting will be held June 20, 2007, the day before the public hearing.

Shelia Lyons from the Wellfleet Historical Museum was present to ask for impressions of the CPC on the expansion proposal for the museum.  CPC members discussed the entire building, the possibility of an affordable unit, and state funding.  Lyons said she perceived  the project as a phased plan.  She said she intends to approach the owner of the mid-section of the building, hopeful that he can be included in the plans.  Gray asked Lyons about fundraising to date.  Lyons said there would be a start-up at the Strawberry Festival.  Lyons also discussed the museum in relationship with downtown Wellfleet and Preservation Hall.  

Judy Taylor announced the Housing Work Force Summit to be held June 2, 2007.  She distributed the announcement and executive summary.  She mentioned the May 21 mapping session’s findings that affordable housing would be dispersed around the entire town, rather than be concentrated in one area.  She encouraged members to attend the Work Force meeting on June 2.  A report on that meeting can be included in the CPC hearing June 14, she suggested.

Gray moved to adjourn.   Hall seconded, and the motion carried unanimously.

The meeting adjourned at 10:40 a.m.
