Minutes of Meeting April 25, 2007

Site Visit to 258 Main Street

Present:  Peter Hall, Chair; Janet Erickson, Barbara Gray, Elaine McIlroy, Jan Plaue, Judy Taylor, Dorothy Dolan, Victoria Pecoraro

Absent:  John Ketchum, Katie Sugg

Chairman Peter Hall called the meeting to order at 9:10 a.m.

Donald “Robbie” Robinson of the Wellfleet Historical Society conducted the tour of the portion of the building that is being considered for CPA funds.  He identified the entire structure as the Higgins House built in 1846.  Section A of the building is the Wellfleet Historic Museum.  The middle of the building, Section B, is not under consideration for purchase at this time, and Section C is the subject of museum expansion.  Section C is ADA accessible and has a new roof.  The first floor space would be used for exhibits, according to Robinson.  The second floor would provide office and storage space.  A much needed bathroom will be hooked up to a new septic system.  In addition to CPA money, the Historic Society has fund raising plans.  

Regular Meeting - Town Hall Conference Room

Chair Peter Hall called the regular meeting to order at 9:45 a.m.  

Dolan moved to approve the minutes of March 28, 2007.  Gray seconded and the motion carried unanimously.

Elaine McIlroy reported on arrangements for a meeting with the Community Preservation Coalition for June 27 at 9 a.m. at Wellfleet Town Hall.  McIlroy suggested preparing questions in advance.  She also had invited Truro and Eastham to the meeting.

Jan Plaue had checked on staff requirements for a CPC administrative manager.  She said that there was an advantage of sharing personnel with other towns.  Peter Hall said that Truro was interested in a shared secretary.  CPC members expressed concerns about job definition and salary.  

Betsy Cole and Helen Purcell were available to answer questions on the Historical Museum project.  Barbara Gray wanted to know more about the middle section of the building. Helen Purcell said there was another second floor room belonging to Part C that did not appear on the interior floor plan.  McIlroy said the project could be considered at an anticipated September Special Town Meeting.  Purcell discussed the possibility of an affordable housing unit within the building.  Purcell expressed appreciation for CPC’s interest and time already devoted to the museum’s application.  

Elaine McIlroy discussed use of administrative money, a topic to be added to the agenda for the June meeting with the Coalition.  Taylor was interested in use of CPC administrative funds for a June 2, 2007 Housing Summit’s follow-up expenses.  Hall said there was money in the Housing Trust fund that could be used for this need.  Gray moved that CPC’s involvement in a seminar, summit or workshop related to the three CPA categories (Open Space, Housing, and Historic Preservation) allow the use of administrative funds for the event.  Taylor seconded.  Dolan considered it premature to make such a broad statement of use for administrative funds.  Pecoraro said if CPC were jointly presenting the event, the fund use would be more appropriate. McIlroy explained the limits of use of Housing Trust funds.

Gray amended her motion to include the use of administrative funds for the Housing Summit.  McIlroy seconded. The amendment carried 4-3-1.   

Gray withdrew the original motion.  She then moved to authorize administrative funds for the Housing Summit.  McIlroy seconded.  Dolan asked that an actual figure be presented.  There was discussion of postponing a decision until there was more information. Plaue amended the motion to attach an amount of $1,500.  Pecoraro seconded.  The amendment carried 7-0-1.  The amended motion for the use of $1,500 in administrative funds for the Housing Summit carried 8-0.

The CPC questionnaire is ready for mailing, and the public hearing will be held June 14, 2007.

Vickie Pecoraro extended an invitation to CPA members to meet at the Skateboard Park where a representative will consult with the Recreation Committee around 4 p.m. today, April 25, 2007.  Dolan reminded CPC that Notice of Intent for projects that require Conservation Commission approval must be filed.  

Gray wanted specific information on fund raising towards the Historical Society’s museum project.  Although she did not have figures, Erickson said she anticipated that the project was progressing.

The next meeting will be held May 23, 2007.  

The meeting adjourned at 11:10 a.m.
