Minutes of Meeting February 28, 2007
Town Hall Conference Room


Present:  Peter Hall, Chair; Janet Erickson, Barbara Gray, John Ketchum, Elaine McIlroy, Jan Plaue, Judy Taylor, Dorothy Dolan

Absent:  Victoria Pecoraro, Katie Sugg

Chair Peter Hall called the meeting to order at 9:00 a.m.  

George Vanderschmidt’s e-mail message on Uncle Tim’s Bridge was discussed.  Janet Erickson explained that there had been a difference in interpretation of the financing in terms of CPA money.  Hall said the CPC will check with the Town Administrator on the money for Uncle Tim’s Bridge.  Erickson said there would be a Historical Commission meeting next week to clarify the matter.

The Preservation Hall Committee had asked about applying for CPA money.  Hall had suggested that they could submit an application for the July 15, 2007 deadline.  Kathleen Bacon explained the proposition the Preservation Hall Committee had made to the Town.  Their request would be an Article on the Fall  Special Town Meeting Warrant.  Kathleen Bacon said there were different ways to approach acquisition of the former church through leasing from the Town.  

John Riehl of the Natural Resources Advisory Board (NRAB) presented a proposal regarding a study of nutrient overload in Wellfleet Harbor.  The initial study investigating nutrients has been underway for a few years.  The NRAB is looking for money to complete the project.   Riehl enumerated the open space beside the harbor; he also pointed out the value of the harbor as an historic and recreational resource. He had provided information on the successful Westport application for funding for an estuaries project.  Riehl discussed the time frame for the Wellfleet Harbor study and the possibility of further action that the Town will need to take.  The Committee offered varied opinions on the project and asked questions regarding a future water and/or sewer system.

Gray moved to encourage the NRAB to submit an application.  Erickson seconded.  There was discussion of matching money by 50%.  The motion carried 6-0.  

Procedures for resubmission of applications and notification of acceptance or rejection were discussed.  

Jake Ketchum reviewed the spreadsheet provided by Town Accountant Marilyn Crary.  Judy Taylor asked for a clarification of Housing funds that need to be re-voted in at April Town Meeting because the trust fund had not yet been established at the time of the Fall Special Town Meeting.  

CPC discussed having the allocations for FY08 presented as Warrant Articles.  This is another item that needs to be covered in CPC procedures.  Hall moved to have Jan Plaue get the housekeeping Articles on the Warrant.  Taylor seconded and the motion carried 8-0.

The Committee considered Application #07-01 from the Wellfleet Historical Society for $270,000 to help purchase additional museum space in the building in which it is housed.  Erickson had additional information about the purchase and sale agreement for that portion of the building.  From the floor, Kathleen Bacon expressed a number of concerns about the purchase.  The Committee discussed benefits, financing and other concerns about the purchase.  CPC would like to have more information, photographs, floor plans and even a site visit before making a decision on the application.  There is not enough time to answer the questions before April Town Meeting, but Ketchum said the Historic Society’s bridge loan could get them through a purchase agreement until STM in fall if they have the application information complete by the July 15, 2007 deadline.

Gray moved to table the application until a representative comes before CPC with photographs, floor plans, a date for a site visit, and additional information on budget and fund-raising.  Taylor seconded and the motion carried 8-0.  

McIlroy moved to approve the minutes of January 10, 2007.  Plaue seconded and the motion carried unanimously.

The next CPC meeting will be March 28, 2007, and agenda items will include the Town Needs list, a CPA website and the application information from the Historical Society if it is ready.

Gray announced a meeting of Housing and Housing Partnership for March 1, 2007.

The meeting adjourned at 11:00 a.m.
