Minutes of Meeting on Wednesday, May 15, 2013

Chair Janet Reinhart opened the meeting at 7:00 p.m.
Minutes of 5/1/13
Gray moved to approve the minutes of May 1, 2013. Freeman seconded, and the motion carried 7-0.
Mail
Janet Morrissey distributed the Mail Log of May 15, 2013.1 An item of interest was a report of the new FEMA flood maps, but the CD with the maps was not included in the communication from FEMA.
Sheds & Accessory Buildings
The Board resumed work on revision of Sheds and Accessory Buildings bylaws. Working with the March 26, 2013 draft suggestions, 2 the Planning Board reviewed items to include in revisions. The first item was lot coverage, which was modified.
Jan Morrissey moved to add to the Coverage definition: “when viewed directly from above.” Parent seconded, and the motion carried 7-0.
Planning Board members had agreed that sheds are to be handled separately from accessory buildings. Provisions for signs and temporary roadside stands need to be included in the zoning bylaws. Sign setbacks are covered in the sign section of the bylaws but need some clarification. The Board also discussed how setbacks should be handled and sheds that haven’t been registered.
Add-on 13
Peter McMahon of the Cape Cod Modern House Trust presented the six finalists’ plans in the Add-on 13 contest3 for design of an Affordable Accessory Dwelling Unit (AADU). He explained the genesis of the competition and the process so far. He stressed how this was an “idea competition.” Board members and Mr. McMahon discussed costs, Town participation, economic feasibility, Wellfleet needs and interest level, septic requirements, and incentives for homeowners. Peter McMahon will be doing a full presentation with the six finalists in attendance at the Wellfleet Community Forum meeting on May 26, 2013. He invited Planning Board members to attend.
Sheds (Continued)
PB continued discussing of the Sheds and Accessory Buildings bylaw revisions. Different approaches to set backs for accessory buildings were considered: retaining the present allowances, except for the rear setback; 15 ft. side set back for 15 ft. accessory buildings with a Special Permit required for greater height with 10 ft. height allowances for the rear line and correlated distances for the setbacks; and including front locations for sheds with 5 ft. setbacks through Special Permits. No decision was reached on the bylaw setback provisions. Jan Morrissey suggested that the Main Street Overlay District should be exempted from the bylaw revisions. Sign and roadside stands provisions will go back into the next draft of the bylaws, and work on the bylaw will continue at the next meeting.
Agenda for Next Meeting
Agenda for the June 5, 2013 meeting will include: Sheds & Accessory Buildings, Flood Plain Maps, and Medical Marijuana Regulations.
