Wellfleet Planning Board
Minutes of Meeting on Wednesday, October 3, 2012
Senior Center Conference Room, 7:00 p.m.

Present: Janet Reinhart, Chair; Janet Morrissey, Alfred Pickard, Gerald Parent

Chair Janet Reinhart called the meeting to order at 7:01 p.m.

Minutes of 9/19/12
Janet Morrissey moved to approve the minutes of September 19, 2012.  Alfred Pickard seconded, and the motion carried 4-0.

Mail
Janet Morrissey distributed the Mail Log of October 2, 2012. 1   The Board discussed a memo from Kopelman & Paige2 and a memo regarding the Chequessett Yacht and Country Club from Attorney David J. Skiba.   Another message had been sent via e-mail from David Rheault of the Citizens Economic Development Committee. 3

Historic Review Board Hearing
Janet Reinhart announced there would be a public hearing by the Historic Review Board that Planning Board members might be interested in attending on Friday, October 5, 2012.  

Photovoltaic Bylaws
Planning Board reviewed s letter of concern by Lilli-Ann Green,4   which was the only response submitted to the Energy Committee regarding the proposed photovoltaic bylaws. The Board considered, point by point, her suggested changes.  Mrs. Green’s concerns included: use of degraded or previously disturbed land; expedited permitting for site plan review; the operation and maintenance plan; utility notification; landscaping and appearance especially as viewed from Trotting Park; lighting; the utility connections; emergency services in cases of storm damage; sound levels; and monitoring and maintenance especially for future vegetation mitigation.  No changes were made to the photovoltaics draft bylaws of August 16, 2012. 5  

Parent moved to approve the draft of August 16, 2012 for the public hearing.  Pickard seconded.  The motion carried 4-0.

Sheds & Accessory Buildings  
Consulting Planner Patrice L. Carson had prepared a packet on Wellfleet’s current bylaws on sheds and accessory buildings, other towns’ bylaws and problems with sheds and accessory buildings.6   Planning Board discussed some of the questions Carson had raised.  She considered: differences between sheds and accessory buildings; increasing setbacks, size and number of sheds; abutter notification; and fitting into a similar look with the main structure and/or neighborhood characteristics.   Planning Board members said that enforcement of the zoning bylaws was more of the problem than the existing accessory building and shed bylaws themselves.  Possibilities for numbers and combinations of sheds and accessory buildings on various lot sizes were considered.  PB discussed the difference between Cluster development setbacks and allowances in the regular subdivision.   Limiting height of accessory buildings but allowing additional height by Special Permit was a proposition PB members considered.  Sheds and accessory buildings bylaws will be an agenda item the next meeting.  

Agenda for Next Meeting
Agenda items for the next meeting October 17, 2012 will include: release of a covenant for lots on Williams Way, Sheds & Accessory Buildings, Priorities, and Public Hearing Date for Photovoltaics Bylaws.

Pickard moved to adjourn. Reinhart seconded, and the motion carried 4-0. The meeting was adjourned at 9:15 p.m.
