Minutes of Meeting on Wednesday, February 15, 2012
Senior Center Duck Pond Room, 7:00 p.m.

Chair Janet Reinhart called the meeting to order at 7:00 p.m.
ANR #12-02 – Freyss-Cole, 165 Paine Hollow Rd. (Map 29, Parcel 393)
Chester Lay of Slade Associates presented the plans1 for an ANR at 165 Paine Hollow Road (Map 29, Parcel 393) on behalf of Cedar Freyss-Cole and Erin McDonald. The piece of property that was being separated from Map 29, Parcel 393 would become a buffer to the other Cole family property on Pleasant Point Rd. and Paine Hollow Rd.
Parent moved to deem the plan an ANR. Larsen seconded, and the motion carried 5-0.
Other Business
Joyce Harding was present to ask a question about Affordable Accessory Dwelling Units (AADU). The Board discussed AADU options she had concerning joint ownership of her property. There was no resolution to her situation.
Minutes of 2/1/12
Janet Morrissey moved to approve the minutes of February 1, 2012. Gray seconded, and the motion carried 3-0.
Seminar
Janet Reinhart said the Town Counsel seminars Tuesdays, February 21 and March 6 will be held at the Library. Town Counsel had requested topics in advance. Conflict of Interest was one topic the Board discussed in advance.
Public Hearing Date
The public hearing date for the Photovoltaic bylaw and the Special Permit Granting Authority amendments to the Zoning Bylaws is set for March 7, 2012.
Scenic Roads
The Board considered additional scenic roads2 to the list for the General Bylaws.
Gray moved to approve three additional roads: Cannon Hill Rd., Old Wharf Rd. and Old Hay Rd. Morrissey seconded. Planning Board discussed the purpose of the scenic road bylaws. The motion for three more scenic roads carried 5-0.
Sheds
Planning Board discussed sheds in terms of Massachusetts Building Code. Reinhart suggested separating Shed bylaws from the Accessory Units bylaws.
Anything over 120 square feet now has to abide by permits and setbacks as an accessory structure. Accessory use and accessory structures need to be differentiated. The Board will discuss sheds with Town Counsel at one of the seminars. Number of sheds and the topic of including sheds in lot coverage were also discussed. The Board considered a number of ZBA suggestions for sheds and accessory buildings. A Gloucester case regarding variances and Special Permits was another topic for the seminars.
There was discussion of a needed definition for “lot coverage” and “building coverage.” Barbara Gray said someone should examine the entire Zoning Bylaws for inconsistencies that need to be corrected.
Agenda for Next Meeting
Agenda for the next meeting includes: two public hearings, an ANR, recap of the seminars, sheds, non-conforming lots, and maximum building coverage.

Gray moved to adjourn. Morrissey seconded, and the motion carried 5-0. The meeting was adjourned at 9:45 p.m.
