Minutes of Meeting on Wednesday, October 5, 2011
Senior Center Conference Room, 7:00 p.m.
Present: Janet Reinhart, Chair; Theodore Franklin, Barbara E. Gray, Olga Kahn, Eric Larsen, Gerald Parent, Alfred Pickard
Chair Janet Reinhart called the meeting to order at 7:00 p.m.
Road Name Change
Juliet Stone and the abutters of Way #625 requested a name change for a portion of that road, beginning at Long Pond Rd. and running south to Map 16, Parcels 626 and 627. Way #625 turning west, address for Map 16, Parcels 624 and 622 would remain as the numbered way. The proposed new name Buttry Way would be the address for six properties, Map 16, Parcels 633, 632, 630, 629, 628 and 627. Ms. Stone presented the proposal.
The Board was in agreement that the road name could be changed, but wished to see the signatures of the abutters on the request form. Kahn moved to continue until the next meeting. Parent seconded, and the motion carried 7-0.
Minutes of 9/21/11
Gray moved to approve the minutes of September 21, 2011. Franklin seconded, and the motion carried 7-0.
Recommendations for Warrant Articles 4, 5, 6 & 7
PB members discussed the process of offering the Town-owned lots.
Parent moved to recommend Warrant Article 4 for the Disposition of eight Town-owned properties with the exception of 65 Designers Way (Map 23, Parcel 67) which should go to open bid with no restrictions. Pickard seconded, and the motion carried 7-0.
Parent moved to not recommend Warrant Article 5 for the sale of 90 Freeman Way in order to save it for possible municipal uses. Gray seconded, and the motion carried 7-0.
Franklin moved to recommend Warrant Article 6 for the Conservation Restriction on Map 30, Parcel 67.1 and a portion of Parcel 67. Parent seconded, and the motion carried 7-0.
Parent moved to postpone a recommendation on Article 7 for the next meeting and notify Conservation Commission, Open Space, Affordable Housing and the Conservation Trust, asking them to provide more information. Gray seconded. The motion carried 5-2.
ZBA/Planning Board Joint Sessions
Janet Reinhart said she and ZBA Chair Vern Jacobs had discussed holding informal meetings consisting of two Planning Board members and two ZBA members. Pickard said the whole board should meet with the ZBA instead of a few representatives. Reinhart suggested meeting with ZBA more than once a year. She said ZBA is preparing a list of concerns for discussion with Planning Board. Reinhart said she will have ZBA submit their letter to Planning Board and hold a joint meeting after Town Meeting.
Nonconforming Houses
Barbara Gray had provided material on nonconforming issues which will be discussed at the next meeting. The Board briefly discussed Special Permits for nonconforming houses.
Other Business
Barbara Gray announced that the Wellfleet Forum’s Pre-Town Meeting will be held Tuesday, October 18.
Agenda for Next Meeting
Agenda set for the October 19, 2011 meeting includes: ANR #11-05, Warrant Recommendation, Nonconforming Houses, ZBA Memo, Road Name Change, Minutes, Mail, and Other Business.
Adjournment
Gray moved to adjourn. Pickard seconded, and the motion carried 7 -0. The meeting was adjourned at 8:55 p.m.
