Minutes of Meeting on Wednesday, April 6, 2011
Senior Center Conference Room, 7:00 p.m.

Chair Griswold Draz called the meeting to order at 7:00 p.m.
Preliminary Subdivision #11-01 – Zelinsky-Rogers
Chester Lay of Slade Associates presented Preliminary Subdivision Plan #11-011 for 74 Ridge St. Extension, 13 Pine Avenue and 170 Pond Avenue (Map 29, Parcels 377, 382 and 409) on behalf of Richard S. and Susan T. Rogers, Scott L. Rogers and Doris Dronski Zelinsky. He explained the history of the original subdivision. The Subdivision plan is an 81W, a modification of a previously approved plan. The Zelinsky Lot (Map 29, Parcel 382) would become a buildable lot through this plan. The acreage would be 30,900 square feet and the arc at the cul-de-sac would be increased to 135 feet to provide required frontage. Mr. Lay said that they would like to leave Pond Ave., an unpaved public road, as is. The Board asked that the applicant seek Town approval from the Board of Selectmen for use of Pond. Ave. to
install underground utilities to the lot. This requires a covenant. The definitive plan will show the existing fence and indicate the concrete bounds.
Parent moved to accept Preliminary Subdivision #11-01 with specifications that the cul-de-sac arc increase not be constructed, the driveway is satisfactory and underground utilities be provided along Pond Ave. to Map 29, Parcel 382. Gray seconded, and the motion carried 7-0.
Minutes of 3/16/11
Rinehart moved to approve the amended minutes of March 16, 2011. Gray seconded, and the motion carried 6-0.
Update on Warrant Articles
Draz pointed out an error in the explanation for Article 32. The explanation should say that the ZBA would grant Special Permits, not Planning Board.
Recommendations on Town-owned Parcels for Warrant
Planning Board had not received the information they needed to vote on Article 39 for the sale of two Town-owned parcels.
Reinhart moved to not recommend Article 39 for the sale of Map 16, Lot 648 off Long Pond Rd. and Map 29, Parcel 481 off Highland Ave due to lack of proper procedure in informing the Board of the disposition of the lots. Gray seconded, and the motion carried 7-0.
Atwood Ave.
Alfred Pickard disclosed that he owned property that abuts Atwood Ave.
Gerald Parent disclosed that he was handling sale of a property in the vicinity.
Melissa Brown was present to express her concern about Atwood Avenue at the intersection of Chequessett Neck Rd. Planning Board does not have control over a private road but did offer a few suggestions to improve safety issues for Atwood Ave.
Olga Kahn’s Question & Answer Sheet for Affordable Housing
PB considered the Question & Answer sheet2 that Olga Kahn had prepared to help explain the Affordable Housing bylaw presented in Article 37. Members made recommendations for making the material more effective. Planning Board did not offer to lend its name to the document, but Kahn may distribute the Q & A sheet on her own.

Draz had received a March 23, 2011 letter from FEMA3 regarding flood plain meetings scheduled for April 14 in Chatham and Hyannis.
Olga Kahn asked if she could be reimbursed for a May 17 seminar on Affordable Housing she would like to attend. Pickard moved to approve the expenditure. Draz seconded and the motion carried 7-0.
Planning for Forum Pre-Town Meeting and Annual Town Meeting
Draz said he would introduce the size bylaws and fast foods and formula business Articles. He will make the Planning Board report for all the Articles, but he is not presenting the Affordable Housing bylaw.

Franklin moved to adjourn. Rinehart seconded, and the motion carried 7-0. The meeting was adjourned at 9:18 p.m.
