Minutes of Meeting on Wednesday, February 16, 2011
Senior Center Conference Room, 7:00 p.m.

Vice-Chair Janet Reinhart called the meeting to order at 7:00 p.m.
ANR #11-02 – Adams, 44 Old King’s Highway
Janet Reinhart recused herself and Ted Franklin became temporary chair.
Chester Lay of Slade Associates explained the division of land proposed for ANR #11-021 at 44 Old King’s Highway (Map 30, Parcel 72) for Jean A. Marsh Adams.
Gray moved to endorse ANR #11-02. Kahn seconded, and the motion carried
5-0.
Reinhart resumed chairmanship of the meeting.
Signs Not Requiring Permits (Article VIII)
Alan Hall, Director of Facilities for Outer Cape Health Services, displayed a sample directional sign for Urgent Health Care and detailed where the clinic hoped to place the signs if this Article passes allowing the signs. The Board discussed the proposed bylaw for increasing the size to two square feet. A possible amendment might be to allow non-profit organizations to use directional signs, but PB said the bylaw proposal does not address off-premise signs. The Board suggested that Mr. Hall seek approval for the Route 6 signs by the State Highway Department.
Minutes of 2/2/11
Franklin moved to approve the corrected minutes of February 2, 2011. Gray seconded, and the motion carried 6-0.
Discussion of Photovoltaics (Article VII)
Using information in a memo from Rex Peterson dated February 11, 20112 regarding Photovoltaics, Planning Board examined the lots that would be large enough to support a large scale photovoltaic ground mounted installation. A rewording of the size to be eight acres of upland was suggested. This is a question for the Board of Selectmen.
Planning for Public Hearing
Planning Board discussed presentation of the Articles at the public hearing which will be held March 2, 2011. The Housing Authority will be attending to help address the Affordable Housing Article.
Mail
Planning Board had received a letter dated February 14, 20113 from E. James Veara of Zisson and Veara regarding posting Cumberland Farms as an agenda item for PB.
There was a notice for a Citizen Planner Training Conference4 in Worcester for March 19, 2011.
Other Business
Barbara Gray discussed bonding issues for gas station tank removal.
Agenda for Next Meeting
The March 2, 2011 public hearing will be held for the Warrant Articles, and the regular meeting agenda will include a review of meeting procedures for chairing.
Adjournment
Franklin moved to adjourn. Kahn seconded, and the motion carried 6-0. The meeting was adjourned at 8:30 p.m.
