Wellfleet Planning Board
Minutes of Meeting and Wednesday, May 19, 2010
Senior Center Conference Room, 7:00 p.m.
        
Present: Barbara E. Gray, Chair; Griswold Draz, Ronald Harper, Olga Kahn, Gerald Parent, Alfred Pickard, Janet Reinhart

Chair Barbara Gray called the meeting to order at 7:00 p.m.

Meeting Schedule
There was a discussion of the meeting with the Housing Authority and the Local  Housing Partnership on May 20 at 4 p.m.  Some members said that Housing should be coming to Planning Board meetings, which meet after 5 p.m. as a regulatory board.  There was also discussion of the July 29 meeting with the Non-Resident Taxpayers’ Association.  This meeting might replace one of the other July Planning Board meetings.  

Inclusionary Bylaw
Gooz Draz said he would be at the meeting with the Housing Partnership, but he hoped that Assistant Town Planner Rex Peterson would provide Planning Board with a draft inclusionary bylaw.  Draz discussed the parcels that are in the 5-acre range that would be subject to an inclusionary bylaw if the parcels were to be developed.   Gray suggested that the Housing Authority and Housing Partnership could come to a future Planning Board meeting when a suitable draft for Wellfleet is ready.  The Board discussed the percentages of affordable units that could be required through an inclusionary bylaw.  

Minutes of 5/5/10
Reinhart moved to approve the minutes of May 5, 2010.  Draz seconded, and the motion carried 7-0.

Preparation of Bylaws for Town Counsel Review
Draz said that he would like to have the Standards & Criteria sent to Town Counsel.  The Board reviewed the Standards & Criteria draft.  Parent moved that the first paragraph be changed to read: In addition to the Special Permit Criteria listed in Section 8.4.2 of this By-law, the criteria listed in this section shall apply to the final review of Special Permit applications under section 5.4.3.2.
Harper seconded, and the motion carried 7-0.  

Sections 1 through 8 were discussed in detail with changes in wording to be studied by Town Counsel.  Parent suggested that Section 9 on vegetated buffer and Section 12 on driveways be reinstated in the list of Standards and Criteria.  These will be sent to Town Counsel as well.

Gray had an additional fence issue and suggested that fences, if constructed, should reflect “Cape style.”  If privacy fences are constructed, they should begin at the front line of a structure and extend toward the rear of the lot encompassing the rear portion only, Gray said.  The Board discussed the excessive fencing in other towns.  PB will study fences in town.  

Pickard moved to send to Town Counsel for review the sliding scale, definitions of Gross Floor area, and Standards & Criteria. Harper seconded, and the motion carried 7-0.   

District of Critical Planning Concern (DCPC) Memo
The Cape Cod Commission’s DCPC memo of May 6, 2010 will be reviewed as a possible future topic for the Planning Board.

Other Business
Draz and Harper expressed interest in developing a Waterfront Overlay District.  

Draz also said that the burning and cutting of timber should be not be dropped.  This issue can be discussed at another meeting.

Adjournment
Kahn moved to adjourn.  Parent seconded, and the motion carried 7-0.
The meeting was adjourned at 9:40 p.m.
