Minutes of Meeting and Wednesday, January 6, 2010
Senior Center Conference Room, 7:00 p.m.

Chair Barbara Gray called the meeting to order at 7:00 p.m.
Barbara Gray said the two public hearings for sign bylaws and site coverage & size bylaws could be held Wednesday, March 3, 2010. The meeting with the public on house size will take place on Saturday, January 30, 2010. Gray asked if there should be a further survey of the town regarding the site coverage bylaw changes, but no one expressed an interest in doing this.
Use of site coverage limitations that Planning Board members had previously affirmed were accepted by the two new Board members (Kahn & Reinhart). The 12/16/09 site coverage chart numbers were discussed as triggers for Special Permit process.
The Board discussed what should be presented at the January 30 meeting with the public. Draz moved to deal with the Site Plan Review Article that had been brought to Special Town Meeting in 2008. Kahn seconded. Harper suggested a change to the site coverage chart, eliminating “Maximum.” He said it could read, “Site Coverage by Right” with an additional heading that explained the mechanism for calculating figures that trigger Site Plan Review. The chart was discussed with some thought of having ultimate maximum site coverage number. Site Plan Review Criteria could also be the way to determine controls. The motion carried 7-0.
The Board began to review the Site Plan Review Article. There was consensus on changes to Section 6.24.3 “Applicability.” The Site Coverage section can be moved to the “Definitions” section and revised further.
Eastham lighting draft bylaw revisions were introduced for comparison with the Wellfleet Standards and Criteria on lighting.
There was discussion of basement conversions to habitable space.
Draz said he would prepare the scatter charts according to the new sliding scale and have them ready for the January 30 meeting. Kahn suggested having some sample house visuals for the meeting. Draz volunteered to give Kahn photos that she would prepare for presentation.
Reinhart suggested more materials for the January 30 meeting. Standards and Criteria and the sliding scale could be placed on the Town website in advance. Also the newspapers could announce the meeting.
Gray asked that the Board discuss the appropriateness of Planning Board as the Special Permit Granting Authority. Pickard suggested having a Planning Board review but keeping ZBA as the Special Permitting Authority. Draz said Planning Board and ZBA should meet together to consider how the Special Permitting should be handled.
Ron Harper said he would have Paul Murphy review the sign bylaws before finalizing the revision. Rex Peterson said he would also have Town Counsel review the draft sign bylaws.
Kahn moved to approve the minutes of December 16, 2009. Draz seconded, and the motion carried 5-0.
There was more discussion on matching Site Plan Review criteria to National Seashore criteria. Parent expressed his opinion that ZBA should remain the Special Permit Granting Authority.
Harper moved to adjourn. Parent seconded. The meeting was adjourned by consensus at 8:45 p.m.
