Minutes of Meeting and Wednesday, November 18, 2009
Senior Center Conference Room, 7:00 p.m.

Chair Barbara Gray called the meeting to order at 7:00 p.m.
Minutes of 11/4/09
Kahn moved to amend the minutes of November 4, 2009. Reinhart seconded, and the motion to amend carried 7-0.
Parent moved to approve the minutes of November 4, 2009. Harper seconded, and the motion carried 7-0.
Hearings & Vacation Schedule
The Board coordinated personal schedules with public hearing dates.
Forum Presentation Planning
Gray said the December 7 Forum meeting would like information on the Planning Board’s work on size bylaws. She asked that Planning Board members participate in the event.
Rules & Regulations
Dennis O’Connell was present to complete work on the Subdivision Rules & Regulations. The appendices had not been finalized at the February 4, 2009 public hearing that approved the document. The index and internal language in the body of the Rules & Regulations had been matched the appendices, but there were no changes to content. There will be an advertised public hearing to finish the process.
Parent moved to accept the changes to accommodate the appendices. Draz seconded, and the motion carried 7-0.
Site Coverage
The Board returned to the discussion of what was included in site coverage. There were several different sliding scales for site coverage that Board members had prepared for consideration. Gooz Draz, Ron Harper, Olga Kahn and Janet Reinhart had submitted suggestions which they explained. Visitors at the meeting expressed some of their concerns. There was interest by Planning Board members in the creation of a waterways overlay district that has size restrictions. There was a discussion of tear-downs and major additions.
Draz said he had received a draft of Truro’s bylaw revision for size controls based on net area (NA). Wellfleet’s Planning Board will examine this at another meeting. There was a suggestion to coordinate net living area definition with the Assessor’s livable area data.
Other Business
Peterson said that all the General Bylaws passed at Special Town Meeting, October 26, 2009, had been approved by the Attorney General.
Mail
There was a copy of a letter dated November 17, 2009, to National Seashore Superintendent George Price from Town Administrator Paul Sieloff about closing the road through the Boy Scout Camp that runs from the Cahoon Hollow Rd. to the power lines. This matter will be an agenda item for the next meeting.
Motions for Points of Agreement
Harper moved to agree for purposes of discussion that R 1 and R2 not be differentiated. Draz seconded. Harper withdrew the motion. Draz withdrew his second. Reinhart reinstated Harper’s motion. Harper seconded. The motion carried 7-0.
Harper moved, for purposes of discussion, to place a threshold on site coverage for each category of lot size above which there will be Site Plan Review. Kahn seconded. The motion carried 7-0.
Harper moved, for purposes of discussion, that between the lot size categories there is a gradient that lies between the different lot size categories. Kahn seconded. The motion carried 7-0.
Harper moved, for purposes of discussion, that any building permits for houses above the thresholds (if the rules are adopted) will be subject to Site Plan Review. Draz seconded, and the motion carried 6-0-1.
Parent discussed what information the Board should present at the Forum meeting.
Kahn moved to adjourn. Reinhart seconded, and the motion carried 7-0. The meeting was adjourned at 9:35 p.m.
