Minutes of Meeting and Wednesday, November 4, 2009
Senior Center Conference Room, 7:00 p.m.

Chair Barbara Gray called the meeting to order at 7:00 p.m.

Harper moved to approve the minutes of October 21, 2009.  Parent seconded, and the motion carried 4-0.

Planning Board continued to deal with the issue of big houses in Wellfleet.  Gooz Draz reviewed the revised bylaw for the National Seashore District that had been approved in 2008.  The Board discussed special permitting, preserving scenic vistas, creating a water overlay district, height restrictions, triggers for review, non-conformity of lots and/or structures, and special permit granting authorities.

The Board examined the scatter charts previously created by Draz to determine the various sizes of lots and houses.  If a 5,000 s.f. vacant lot was not owned in common, it is grandfathered, Gray noted. The Board discussed the sliding scale that Jerry Parent had compiled at the last meeting.  

Gray said she favored Planning Board as the agent of site plan review.  She said non-conforming lots were the source of problems in town.  Parent disagreed, saying Title 5 regulations and MESA (Massachusetts Endangered Species Act) restrictions limit size.  Kahn said the alteration sizes need to come down.  For comparison, Harper redid one section of the scatter chart with a different percent line.

Parent mentioned that Orleans has a maximum site coverage in their site plan review process.  The Board discussed how Orleans Town water influences size.  Even though the Wellfleet Water System is expanding, it would not be the same as Orleans.

Tom Reinhart addressed the use of the scatter charts and keeping the character of the town.  Janet Reinhart said the Board needed to come up with better sliding scale numbers.  Harper had offered his house as an example, and the Board discussed the size lot that would be appropriate for that house.  Other specific examples of houses would be useful, the Board agreed.  Draz said he was willing to redo the scatter charts with different percentage lines.  Gray suggested that members create other sliding scales for the Board to consider at the next meeting.  

Kahn suggested adding a definition of house stories in the Zoning Bylaws.  The Board discussed offering bonuses for Affordable Housing and conservation restrictions.  

Members who had gone on the windshield survey reported on the houses they visited on Ione Rd.  Tom Reinhart commented on the ZBA review of the property in question.  Draz discussed set back allowances for special permits.

Rex Peterson announced that on November 12, 2009 at 6 p.m. there will be a meeting on the new FEMA flood plain maps at the Center for Coastal Studies in Provincetown.  

Ron Harper suggested holding one Planning Board meeting a month and one work session per month.  

Harper said that he would have the sign bylaw proposal finished for the next meeting.  

Kahn moved to adjourn.  Reinhart seconded, and the motion carried 7-0.  The meeting was adjourned at 8:45 p.m.
