Minutes of Meeting and Wednesday, October 21, 2009
Senior Center Conference Room, 7:00 p.m.

Chair Barbara Gray called the meeting to order at 7:05 p.m.
Announcements
Gray announced the Forum’s Dec 7 meeting on house size. On January 30, 2019 Planning Board will hold a special public meeting on zoning bylaw changes.
Minutes of 10/7/09
Gray moved to approve the minutes of October 7, 2009.  Kahn seconded, and the motion carried 5-0.
Discussion on Home Sizes
Martha Hevenor from the Cape Cod Commission opened the discussion on the issue of big houses in town.  Hevenor had put together a packet of zoning tools and options for managing scale of development.  She discussed Barnstable’s approach.  The Citizen’s Planning Website is a valuable tool, she said.  Height, lot or site coverage, side setbacks and preserving water views were factors, Hevenor said, that need to be considered.  Gooz Draz said he would like to see a map that depicts lot size and site coverage.  The Board discussed height problems.  Fencing, lighting, lot lines and set backs, design standards, changes in size, use of the special permitting process, affordability, pre-existing, non-conforming buildings, multiple structures, size caps were other topics of concern which Ben Zehnder discussed with the board.  Hevenor discussed what could be done “by right” and what needed a Special Permit.  Tom Reinhart considered lot sizes and house sizes and proposed changes in the ZBL coverage table. The percent of existing big houses in town was examined.    Gerald Parent gave figures he calculated for a site coverage table.  There was a discussion of incentives and need for Affordable Housing.
Windshield Survey
A group of Planning Board members will drive to site visits of big houses on Friday, October 23: the size limits will be discussed again at the next meeting.   
Other Business
There was a question of a house that might become a time share.  Future agenda items were suggested.
Adjournment
Draz moved to adjourn. Kahn seconded, and the motion carried 5-0.  The meeting was adjourned at 9:10 p.m.
