Minutes of Meeting and Wednesday, December 17, 2008
Town Hall Meeting Room, 7:00 p.m.
Present: R. Dennis O’Connell, Chairman; Barbara E. Gray, Ronald Harper, Griswold Draz, Gerald Parent, Alfred Pickard; Rex Peterson, Assistant Town Administrator
Absent: David Rowell
Chairman O’Connell called the meeting to order at 7:05 p.m.
Alfred Picard disclosed that he has business dealings with an abutter.
ANR #08-11 100 Way #100 (Map 41, Parcel 150) Gould
Richard Lay of Slade Associates explained the proposal to divide the parcel into two lots. Pickard moved to deem the plan an ANR. O’Connell seconded. There was a discussion of the road and tree trimming. The motion carried 6-0.
Subdivision Rules & Regulations
Before he left, Mr. Lay answered questions about abutters for ANRs and monuments marking boundaries of lots as defined in the Rules & Regulations. The Board examined the draft Rules & Regulations, making corrections and changes. The goal is to prepare the document and bring it to a public hearing for further opinion. Gray offered to work on “green” provisions for the document.
Pickard moved to hold a public hearing on February 4, 2009. Gray seconded. The motion carried 6-0.
Minutes of 12/3/08
Gray moved to approve the minutes of December 3, 2008. O’Connell seconded, and the motion carried 6-0.
Mail
The Board discussed the BOS proposal for taping minutes of all posted Planning Board meeting. Pickard moved to send a letter to the Board of Selectmen stating reasons against the imposition of the policy on Planning Board meetings. Harper seconded and the motion carried 5-1.
Adjournment
Gray moved to adjourn. Pickard seconded and the motion carried 6-0. The meeting was adjourned at 9:35 p.m.
