Minutes of Meeting Wednesday, August 15, 2007
Town Hall Hearing Room, 7:00 p.m.
Present: R. Dennis O’Connell, Barbara Gray, Gerald Parent, Ronald Harper; Rex Peterson, Assistant Town Administrator
Absent: Stephen Oliver, Alfred Pickard, David Rowell
Chairman O’Connell called the meeting to order at 7:55 p.m.
Noncompliant Structure Bylaw
Rex Peterson announced the December 3, 2007 date for Special Town Meeting. He reported on the status of the Noncompliant Structure Bylaw, which he had referred to Town Counsel. The Board discussed the issue of nonconforming and noncompliant structures. Peterson said he would contact Town Counsel again regarding pre-existing nonconforming, noncompliant structures.
“Landing Strip” Warrant Article
Peterson reported on his effort to secure CPA funds to research the “Landing Strip” parcel within the Marconi Site of the National Seashore. Since the CPC was reluctant to advance the proposal, Peterson suggested that it be presented as a Warrant Article at the December 3 Special Town Meeting. The Article would request money from Free Cash to petition Land Court for access to the parcel. STM Articles will be due mid to late September for placement in the Warrant, according to Peterson. The Board addressed issues on gaining access to the parcel.
Cluster Development
Gray and Harper distributed copies of the Cape Cod Commission Model of Cluster Bylaws and Regulations. PB will discuss it at the next meeting after members have reviewed the document.
Minutes of 7/18/07
Parent moved to approve the amended minutes of July 18, 2007. O’Connell seconded, and the motion carried 4-0.
Adjournment
Gray moved to adjourn. Parent seconded, and the motion carried 4-0. The meeting adjourned at 8:40 p.m.
