Wellfleet Planning Board
Minutes of Meeting of September 21, 2005
Town Hall Hearing Room, 7:00 p.m.


Present:        R. Dennis O'Connell, Chair; Barbara Gray, Harriet Miller, Gerald Parent, Alfred Pickard; Rex Peterson, Assistant Town Administrator

Absent:         Ben Gitlow, David Rowell
        
Chairman O’Connell called the meeting to order at 7:05 p.m.

Kerouach Rd. – Release of 2 Lots
Gerald Parent recused himself from the discussion..
Chester Lay of Slade Associates came forward to request the release of the covenant for two lots on Kerouach Rd.  He said that students from the Lighthouse Charter School had taken on the re-seeding of the banking as a project that would later complete the conditions for completion of the third lot.
Harriet Miller made a motion to release lots 1 and 2 on Kerouach Rd. Al Pickard seconded the motion.  
The motion to approve the release carried 4-0-1.
Parent resumed active participation in the meeting.

Topics for Discussion with Selectmen
The Board of Selectmen would like to meet with the Planning Board and had suggested a number of items for discussion.  Planning Board went over the preliminary list to determine what items might require Planning Board action.

~ The 335 Main St. issue could affect all downtown Main St.  There is no definitive plan yet, but Rex Peterson will bring the most recent proposal to the next PB meeting.

~ The BOS road clearing issue is related to the PB scenic road bylaw concern.

~ Ben Gitlow will present his material on the Municipal Water System at the October 5, 2005 PB meeting.  Planning Board might be asked to make zoning changes as they pertain to safety and parking issues.  PB looked at the Zoning  Bylaw Use Tables to see what bylaw changes that the Board would need to consider.

~ Survey results more likely pertains to LCPC, but the BOS will have to explain this item.

~ Rental parking regulations were not deemed a Planning Board issue.

~ Safe walkways may pertain to displays on downtown sidewalks.  Also all summer there was a pile of sand left out near Commercial St.  Neither appears to be a PB issue.

~ Planning Board could recommend to Selectmen that Commercial St. needs to have a safe, consistent sidewalk.

~ Curbing and handicap access are DPW matters.

Barbara Gray suggested that Planning Board add some matters to discuss with the Selectmen at the joint meeting.  PB would like to present its list of priorities which include: Subdivisions Regulations, water issues in Downtown, Central District boundaries, Rte. 6, wind towers, cell towers, Site Plan Review and an Affordable Housing inclusionary bylaw. Also PB would like to discuss Cluster Developments with the BOS.

The meeting with the Board of Selectmen was proposed for October 19, 2005. PB can discuss the issues further at the Oct. 5 meeting.

Other Business
The Conservation Commission would like to meet with the Planning Board to discuss trailer park regulations regarding the flood zones.  Pickard believed that Schuster’s Trailer Park had become a condo in the 1990s, but that would have to be researched.

Harriet Miller and Rex Peterson reported on discussion at the Roundtable meeting with Eastham, Truro and Seashore representatives regarding Residential Site Plan Review.

~  The schedule for submitting Articles for Special Town Meeting

Minutes
Gerald Parent moved to approve the minutes of September 7, 2005.  Barbara Gray seconded.  The minutes were approved 4-0-1.

The meeting adjourned at 8:20 p.m.
