Distributed Generation, Wind Technology.  Martha Twombly from the Cape Cod Commission planning staff gave a power point presentation on wind generators and the development of a model zoning by-law for their installation.  Members of the Alternative Energy Committee also attended the presentation.  

Zoning By-law Revisions.  Mr. O’Connell reported on issues raised at the Board of Selectmen’s pre-Town Meeting on Tuesday, April 19, 2005.  Selectmen Helen Miranda Wilson raised a concern over whether or not the “best management practices” referenced in Prohibited Uses, #8 regarding storage of animal manure are actually written down and available to the public.  Mr. O’Connell and Mr. Peterson are researching whether or not there is a written standard.

Mr. Pickard stated for the record that he has four horses on his property.  Mr. Gitlow made a motion to offer an amendment to the proposed Wellhead Protection by-law, if necessary, to replace Prohibited Uses, #8. with the language from the State model by-law.  Specifically, that language would say, “storage of animal manure unless covered or contained within a structure designed to prevent the generation and escape of contaminated runoff or leachate”.  Mr. Pickard seconded the motion.  The Board’s vote in favor of the motion was unanimous (O’Connell, Gitlow, Miller, Pickard, Parent).

Mr. O’Connell also reported that Selectmen Wilson believes the boundaries of the new Wellhead Protection District should include two half-mile radius circles; one from the old well and one from the new well.  Mr. O’Connell told her that from a practical standpoint, the two wells are only 400 feet apart.  From a legal standpoint, that definition of the district boundaries was not part of the Planning Board’s public hearing, the proposed map or legal advertising.  Therefore, the Planning Board would not support an amendment changing the boundary to include two half-mile radii.  

The meeting was adjourned at 5:35 p.m.
