Meeting of August 20, 2002
Town Hall, 2nd Floor Conference Room

Chair Peters convened the meeting at 4:10 p.m.

Revision of OMNI Questionnaire.  Chair Peters complimented the job that Lisa Benson had done on the renamed Personnel Board Position Grading Manual.  Benson, who had been working on the revision of the format of the questionnaire, incorporating the Board's suggestions for changes and additions to content (see minutes of 7/16/02), was ill and unable to attend the meeting.  The members attending discussed the document in general terms, paying particular attention to the Judgment section, in which John Makely suggested format changes, and the Accountability section, where Chair Peters explained her insertion of the phrase "legal liability" where necessary.  Makely wondered how the original determination of percentages assigned to the various evaluation categories were arrived at.  It was pointed out that that the Introduction (from July 1992 manual) states:
This manual presents a point factor system, which has been utilized successfully by many organizations.  The plan presented is a generic one, and each organization should review it in terms of compatible language in order to ensure the reliability of the plan.
Makely also asked whether this revision needed to be approved by any town official (BOS, Town Administrator); the Board members agreed that the revision was Personnel Board's responsibility.  Sue Peters pointed out the Board's ex officio member, Rex Peterson, is the Assistant Town Administrator.  Ken Kimball suggested that Makely, since he was new to the Board and might have questions on items that the other members would not, should read the document and make whatever suggestions he felt necessary.  Chair Peters asked that the secretary look over the document for "typos" and that Mr. Makely read it for content; she then suggested that the Board try using the document "as is" (with corrections) for a short period of time to see how it worked.  All members expressed thanks to Lisa Benson for the excellent work she had done on the manual.  It was suggested that she be reimbursed for the materials she had used in its printing.
Old Business
Minutes of 7/16/02--Ken Kimball moved and John Makely seconded the approval of the minutes of 7/16.  The motion passed, 3-0.
Mail--Chair Peters reviewed the mail, including the memo from Rex Peterson to Town Administrator Tim Smith (7/30/02) informing him that Personnel Board had approved grade changes for Shellfish Constable and Marine Biologist (Grade 13) and Assistant Shellfish Constable (Grade 11) and the notification of the Personnel Board's annual membership in the Massachusetts Municipal Association.
Peters asked the secretary to provide copies of the Wellfleet Town Charter and the Personnel Bylaw to new member John Makely.  Ken Kimball remarked upon the fact that the Personnel Bylaw is outdated (because of union representation of almost all town employees) and that it is possible that the Personnel Board could rewrite it.
Meeting time set.  The next meeting of the Board will be held on September 17, 2002 at 4 p.m.; on the agenda will be the conclusion of discussion of the Grading Manual revision.  Sue Peters suggested that if the Board does not get an evaluation request shortly, it might "redo" an earlier evaluation using the revised Manual for comparison purposes.

Ken Kimball moved and John Makely seconded adjournment; the meeting was adjourned at 5:15 p.m.
