Minutes of Working Session of July 2, 2002
Town Hall, 2nd Floor Conference Room

Chair Lisa Benson called the meeting to order at 4:05 p.m. Sue Peters introduced John Makely, who was attending the meeting as an observer. Since two Board members had not yet been sworn in for their terms of reappointment, no quorum was available and no decisions could be made; therefore, the Board agreed to use the time as a working session.
Examination and Discussion of OMNI Questionnaire. Sue Peters explained the OMNI evaluation process to Mr. Makely, and the Board proceeded to discuss possible changes and updates to the OMNI questionnaire, using Ken Kimball's prepared outline and suggestions as a guideline. Changes to all eleven categories of the questionnaire were agreed upon, and the suggestion was made that there should also be revision of the form Position Review--OMNI System to make it easier to use. Especial notice was given to replacing terminology and examples which were no longer pertinent (i.e., replace "high speed typing" with "advanced computer skills"). Lisa Benson volunteered to retype the Questionnaire on to her computer, employing an improved
format, after the Board has met again to approve the elements of the above discussion.
Board's Role in Approving New Positions. Ken Kimball informed the Board that he had been called by a reporter from The Banner to explain the Board's position in suggesting the inclusion of new positions in departmental budgets in the Annual Town Meeting warrant. Sue Peters read aloud the memo that the Board had received from Finance Committee proposing that the Board meet jointly with FinCom in the Fall to discuss this policy of new hires being included in departmental budgets.
Personnel Bylaw Definitions. The Board intends to improve the definitions for employee categories in the Personnel Bylaw. Assistant Town Administrator Peterson distributed definitions from Eastham's bylaw for comparison purposes; he stated that he has asked the Town Clerk and the Town Accountant to study these definitions, also. He emphasized that it is important to know the financial ramifications to the town of a definition; for example, if temporary employees may not exceed 1400 hours, the town might want to put such a time frame on seasonal employees. The Board agreed to continue working on these definitions; to John Makely's question on whether it would wait until next season to apply new definitions, Peterson pointed out that all changes in the
Personnel Bylaw must go before Town Meeting for approval.
Old Business. The Board will review Recreation Department Director Becky Rosenberg's job descriptions for Recreation Department Aide and Skateboard Monitor at the next meeting. Peterson informed the board that Bill Walton of the Shellfish Department has also requested that a regrading of the Assistant Shellfish Constable job also go on the agenda. It was decided to meet on Tuesday, July 16, 2002 at 4 p.m. in the Conference Room.
