Minutes of Meeting of January 29, 2002

Vice-Chair Sue Peters called the meeting to order at 4:40 p.m.

OMNI Evaluation of proposed Assistant Health & Conservation Officerbegin by revising the job description and bringing it to the Board for the OMNI analysis before taking it to the Town Administrator and the BOS.
Discussion of two proposed positions in the Department of Public WorksStation personnel would at present report to the DPW Working Foreman.  Vincent emphasized that both of these foreman jobs would involve hands-on working as well as supervisory responsibilitiesproblems.  Vincent replied that he felt part of his responsibility was to bring forward the request for these positions, that if they could not be funded there would have to be more contracting out for vehicle repair and facilities work, that there would be less supervision of projects, and that jobs might not get done on time or properly.  He stated that he felt there was more fluidity in hiring these positions rather than contracting out.  Ken Kimball made suggestions for changes on the organizational chart in numbers of positions reporting to each superior.  Vincent stated that he planned to complete job questionnaires for the positions prior to returning to the Board for an OMNI evaluation.
Proposed Restructuring of Shellfish Department and OMNI evaluations of four proposed positions200 hours of comp time that he will never be able to use.  He explained that there is the expectation that the Department will be out on every low tide, overseeing shellfish propagation and enforcement; he not only works patrol duty but also micro-manages this work (since his part-timers are not able, timewise, to build up or retain skills).  In addition, he runs the department data bases and keeps up with violations.  Walton stated that he needs someone with skills and training to whom he can delegate some of the above work. Ken Kimball moved and Sue Peters seconded that the Board approve the grades for the proposed positions in the Health & Conservation and Shellfish Departments arrived at by OMNI evaluation during this meeting of January 29, 2002 and that this information be forwarded to Tim Smith, Town Administrator.  The motion was unanimously carried, 3-0.
