Minutes of Meeting of December 18, 2001

                Emily Beebe, Health/Conservation Agent

Vice Chair Sue Peters called the meeting to order at 5:10 p.m.

OMNI Analysis of proposed position of Assistant Director of the Library
Discussion of proposed position of Assistant Health and Conservation Agent/Inspectorsuggested that more specifics should go into the portion of the job questionnaire concerning specialized courses necessary for the job.  Deborah Davis asked why there was a need for an additional person in an area (Health and Conservation) which had previously been a one-person area.  Ms. Beebe, after explaining why Health and Conservation work well as a combined department, stated that the need was due to the sheer amount of building increase, bringing with it additional field inspection, mandatory completion of state and local paperwork, etc.  Furthermore, the code changes brought about by Title 5 regulations have also increased the Health Agentthe office to do field work, there is no one in the office to deal with the extensive routine work and with the questions from the general public.  Deb Davis commented that this sounded as if Ms. Beebe was needed to be the administrator and have someone available to do the fieldwork; she wondered if there were a drop in the level of building whether the work demand would drop also.  Ms. Beebe answered that this would not necessarily be so because the reasons for the work would still exist.  

Ken Kimball disclosed that his wife Betty sits on the Board of Health, stating that he did not feel that his engaging in this discussion was in conflict of interest.  It was discovered that the Job Questionnaire form that Ms. Beebe had been given was incomplete; she will be supplied with a complete one to submit to the Board, who will study it and prepare for an OMNI evaluation at its next meeting.  Rex Peterson commented on the amount of paperwork the Health/Conservation Department is responsible for, with the demands of the DEP and other state agencies; he felt an assistant would be of help with this.  Deb Davis, FinCom liaison, stated that FinCom is not generally in favor of establishing new positions without financial justification.  She suggested that Ms. Beebe include a job description of her own work as justification for her request.

Deborah Davis moved that the meeting be adjourned, Ken Kimball seconded, and the meeting adjourned at 6:25 p.m.
