Public Safety Review Committee
Minutes of Meeting of August 20, 2002

Ken Kimball convened the meeting at 7:00 p.m. Sgt. Ron Fissette provided a handout which lists Youth Activities in which the Wellfleet Police Department have been involved.

Announcements:
Next meeting date: Tuesday, September 3, 2002, 7:00 p.m., Town Hall Hearing Room.
Future meeting dates and locations to be confirmed: Tuesday, September 24, 2002 and Tuesday, October 8, 2002.

Minutes of 8/6/02:  
Berta Bruinooge moved and Matthew Frazier seconded approval of the minutes of 8/6/02; the motion passed unanimously.

Old Business:
Subcommittee reports to determine concerns and suggestions of townspeople:
Children, youth and young adults: There was a discussion about inviting youth and young adults, up to age 25, to a neutral meeting site; it was suggested that they might be more open if police officers do not attend that meeting. The Committee will formulate specific questions to structure the youth visit.

Community input: Rick Townsend was contacted by a young Wellfleet resident regarding Police Department response to an alarm at the Cape Cod 5 Bank. The resident was concerned about his treatment during the alarm response. Ken Kimball had previously received a call from someone else about this and asked Chief Rosenthal if he would contact the person about the rumor. This was done. He reminded those present that the Committee
Chief Rosenthal advised the Committee that there is a policy about bank alarms. Chief Rosenthal will contact the youth directly and invite him to the Police Department to review the circumstances.  

A discussion of the Committee
Business and trade people: Berta Bruinooge reported that the Chamber of Commerce sends a monthly newsletter to 200 members. This presents an opportunity to inform businesses of the Public Safety Review Committee and to ask for comments, concerns, etc. about the Police Department. Letters will be mailed directly to the Committee c/o Town Hall or e-mailed to Fran Castello at castillo@cape.com. Anonymous letters will be accepted.

Seniors, middle age and community groups: Kirsten Bakken reported that the COA has luncheons on Tuesdays and dinners on Thursdays that subcommittee members can visit to obtain information. Also, Jacqui Wildes offered the COA Newsletter as a communications tool. The survey questionnaire will serve as a reference base for these visits and the newsletter article. Luncheon/dinner visits do not require formal
This subcommittee is still working on ways to reach middle aged and community groups.

Members may be reassigned within subcommittees to better target specific populations within the Town. Ken Kimball will review and advise members.

Community survey questionnaire: Assistant Town Administrator Rex Peterson informed Ken Kimball of the availability of free help with the questionnaire; Warren Smith of Barnstable County is a data consultant who has experience with  surveys, sampling, calculations, etc. It was agreed that Ken Kimball would contact Rex Peterson about inviting Mr. Smith to a future meeting.

Matt Frazier reported that this subcommittee met on Thursday, August 15, 2002, and provided a handout of the meeting minutes. A draft with 31 survey questions was provided to all Committee members. Linda Pickard read each question aloud; then the floor was open to comments and suggestions for each question. The subcommittee will rework the questions and bring a second draft for review.

New Business:
Police Chief Rich Rosenthal and Sgt. Ron Fissette took seats at the table and asked the Committee for their questions on the Powers & Sullivan Audit Report and the current payroll system.

Sgt. Fissette provided a 6-page handout to explain the current payroll system. Payroll sheets run Monday through Sunday to coincide with the Police Department schedule; one pay period = two weeks. The Officer in Charge (OIC) signs off daily/shift. Sgt. Fissette believes the new payroll system provides better tracking than the previous system. He also advised that Powers & Sullivan has reviewed the new payroll system.

Overtime details are recorded on a separate sheet. Overtime pay is included in each officer

Ken Kimball asked Chief Rosenthal to bring samples of past Police Department newsletters to a future meeting.

Comments/Public:
Jeff Stewart observed that the word
Mr. Stewart suggested that discussions of resident complaints/concerns be moved to New Business at future meetings.

Matthew Frazier moved to adjourn the meeting; Linda Pickard seconded. The meeting was unanimously adjourned at 9:30 p.m.
