NRAB Minutes                                                    December 19 2011

Ø       Meeting called to order at 7.00 pm
o       Attending: John Riehl, John Duane; excused: Ned Hitchcock
Ø       Coastal & Ponds Access
o       Review of old file from the Coastal&Ponds Access Committee
o       Most site files have no information other than the material in the appendix of the 1995 HMP
o       Hiawatha Road & Omaha Beach – need to verify Town deeds and rights (assigned to John Duane)
o       Cove Road – considerable file about access to Chipman’s Cove; mentioned in the Irene Paine video (John Riehl)
o       #25 Cannon Hill Beach – need to verify Town deeds and rights (assigned to John Duane)
o       #36 Old Wharf Road Landing – Town ownership of road to Loagy Bay and rights of citizens to beach front need clarification (for eventual NRAB meeting with Town Assessor to review deeds)
o       LtIsland – large file for review (John Duane & Ned Hitchcock; John Riehl recused)
o       Off Barker Street – site visit to observe impediments to citizen’s access to Blackfish Creek beach)
Ø       Herring River – The Herring River Restoration Committee met with Board of Selectmen on 12/13/2011 to ask Town input on several issues: dike ownership & management; High Toss Road; low lying roads (Pole Dike & Bound Brook) and Town in-kind contributions to project. At the meeting John Riehl also noted that citizen access to a restored river and shellfishing rights should be Town priorities. There are currently 3 used kayak landings along the river west of Rt 6: at Rt 6, at Bound Brook and at High Toss. These should be maintained. In addition LDBaker gave land to the Town in 1907 at the current dike location as landings: deed needs to be found. The two shellfishing issues were assertion of Town right to manage shellfishing in the restore tidal bottoms north of the new dike and access rights to these bottoms. John Duane will ask the issue be put on the agenda of the next Shellfish Advisory Committee meeting; NRAB will review the access issues at the next meeting.
Ø       Gull Pond . John Riehl reported that Gull Pond landing issues were discussed at ConsCom on 12/7/2011. A broad restoration project will be started there, under the leadership of the Conservation Agent: bank restoration, parking control, landing rep[air, pathway to beach.
Ø       Minutes of the NRAB meeting on 11/21/2011 were unanimously approved.
Ø       Next meeting is set for Monday 1/23/2012.
