Minutes of Meeting of February 27, 2014
Senior Center, 7:00 p.m.


Present: Stephen Polowczyk, Chair; Sam Bradford, Linda Pellegrino, Sylvia Smith, Robert Wallace, Ira Wood

Chair Stephen Polowczyk called the meeting to order at 7:00 p.m.

Minutes of 2/12/14
Wood moved to approve the minutes of February 12, 2014.  Smith seconded, and the motion carried 5-0.  
Transfers
Town Administrator Harry Terkanian explained two transfer requests from the Reserve Fund.  Transfer Request #14-02 is for $5,500 to line 196 Consultancy for an engineering plan required by the USTA for a grant for the Baker’s Field Tennis Courts.  Transfer Request #14-03 is for $1,275 to Shellfish Department line 179 for materials to construct a partition in the Beach Sticker building to provide office space for the Shellfish Warden.

Wood moved to approve Transfer Requests #14-02 of $5,500 to Consultancy and Request #14-03 of $1,275 to Shellfish.  Bradford seconded, and the motion carried 6-0.
Changes to Budget
FinCom members and Harry Terkanian discussed line 182 for the Chamber of Commerce.  
Wood moved to approve line 182 for the Chamber of Commerce.    Wallace seconded, and the motion carried 6-0.
Fire Dept.  220
Smith moved to approve the increase for 220 Fire Dept. line 5147-04. Pellegrino seconded, and the motion carried 6-0.
220 Fire Dept. Day /Weekend 54710
Smith moved to approve the line raise for 220 Fire Day/Weekend line 5147-10.  Wood seconded, and the motion carried  6-0.
196 Consultancy
Smith moved to approve changed line 196 for Consultancy.   Wood seconded, and the motion carried 6-0.
241 Building Inspector lines 5110-5170
Wood moved to approve increases for 241 Building Inspector lines 5110 - 5170.   Smith seconded, and the motion carried 6-0.  
241 Building Inspector lines 5290-5340
Smith moved to approve 241 Building Inspector lines 529 - 5340  Pellegrino seconded, and the motion carried 6-0.

Wood moved to approve lines 543 Veterans’ Services.    Smith seconded, and the motion carried 6-0.

Wood moved to approve the 610 Library lines.   Smith seconded, and the motion carried 6-0.
630 Recreation (lines 5110 -5850)
Harry Terkanian and Recreation Director Becky Rosenberg explained the increased line for seasonal employees.
Wallace moved to approve the 630 Recreation lines.  Bradford seconded, and the motion carried 6-0.
690 Historical Commission
Wood moved to approve the 690 Historical Commission lines.   Wallace seconded, and the motion carried 6-0.
692 DPW Holiday Celebrations
Wood moved to approve 692 DPW Holiday Celebrations lines.    Smith seconded, and the motion carried 6-0.
696 Cultural Council
Smith moved to approve 696 Cultural Council lines.    Wallace seconded, and the motion carried 6-0.
699 Beach
Bradford moved to approve 699 Beach lines.   Wood seconded, and the motion carried 6-0.
753 Short Term Loans
Smith moved to approve 753 Short Term Loans lines.   Pellegrino seconded, and the motion carried 6-0.
756 Interest on R/E Refunds
Smith moved to approve the 756 Interest on R/E Refunds lines.   Wallace seconded, and the motion carried 6-0.
Lines 911--917
Wood moved to approve lines 911-917. Smith seconded. The motion carried 6-0.
945 Liability Insurance
Smith moved to approve 945 Liability Insurance lines.   Pellegrino seconded, and the motion carried 6-0.
Marine Enterprise Fund  
Wood moved to approve the Marine Enterprise Fund Budget.  Bradford seconded, and the motion carried 6-0.
Warrant Recommendations
Finance Committee members reviewed the February 27, 2014 Draft Warrant for Annual Town Meeting and made all possible recommendations.
Article D – Marine Enterprise Fund
Bradford moved to recommend Article D.  Pellegrino seconded, and the motion carried 6-0.
Article E – Water Enterprise Budget
The Water Enterprise Budget was approved 6-0-1 at the February 12, 2014 meeting.
Article BA – Veteran Work-off Abatement Program
Wood moved to recommend Article BA.  Bradford seconded, and the motion carried 6-0.
Article BB  Marina Enterprise Stabilization Fund
Wood moved to recommend Article BB.  Pellegrino seconded, and the motion carried 6-0.
Article BH Paving
Wood moved to recommend Article BH. Smith seconded. The motion carried 6-0.
Article BI  Other Post Employment Benefits Liability Trust Fund
Harry Terkanian  and FinCom members discussed the plan to increase OPEB Trust Fund.  The Committee will revisit  Article BI at the next meeting.
Article BJ  Stabilization Fund
Bradford moved to recommend Article BJ.  Wood seconded, and the motion carried 6-0.
Article BK  CPC Percentages
Wood moved to recommend Article BK. Smith seconded. The motion carried 6-0.
Article BL  CPA Housing Rental Assistance Program
Pellegrino moved to recommend Article D. Smith seconded, and the motion carried 6-0.
Article BM  CPA Housing Affordable Accessory Dwelling Units at 2082 Rte. 6
Wood moved to recommend Article BM.  Pellegrion seconded, and the motion carried 6-0.
Article BN CPA Town Records Storage System
Wood moved to recommend Article BN.  Wallace seconded, and the motion carried 6-0.
Article BO  CPA Historical Museum Archives
Wood moved to recommend Article BO. Smith seconded. The motion carried 6-0.
Article BP  CPA Duck Creek Cemetery Historic Restoration
Wood moved to recommend Article BP. Smith seconded. The motion carried 6-0.
Article BQ  Weidlinger House Historic Restoration
Wood moved to recommend Article BQ.   Smith seconded, and the motion carried 6-0.
Article BR  CPA Funds for Gull Pond Landing
Wood moved to recommend Article BR.   Bradford seconded, and the motion carried 6-0.
Article BS  CPA Funds for Baker’s Field Tennis Court Restoration
Wood moved to recommend Article BS.  Pellegrino seconded, and the motion carried 6-0.
Becky Rosenberg explained how the transfer that Finance Committee had approved at the beginning of the meeting would help the project.  She elaborated on the drainage needed for the courts, blended lines and extended playing times.  She also gave information that FinCom had requested on school enrichment programs.

Smith moved to recommend Article BT. Wood seconded. The motion carried 6-0.
Article BW WES Roof
Wood moved to recommend Article BW.  Smith seconded, and the motion carried 6-0.

Wood moved to recommend Article BAA.  Wallace seconded, and the motion carried 6-0.

Bradford moved to recommend Article BAB.  Smith seconded, and the motion carried 6-0.

Bradford moved to recommend Article DA.  Pellegrino seconded, and the motion carried 6-0.

Bradford moved to recommend Article DC. Smith seconded, and the motion carried  6-0.
Article DD Education Reform Act Formula
Smith moved to recommend Article DD.  Bradford seconded, and the motion carried 6-0.
Agenda for Next Meeting
The agenda for the March 26, 2014 meeting will include:  Operating Budget; Capital Budget; Warrant Recommendations, and Liaison Reports.
