Minutes of Meeting of January 30, 2014
Senior Center, 7:00 p.m.


Present: Stephen Polowczyk, Chair; Sam Bradford, Janet Loewenstein, Linda Pellegrino, Thomas Reinhart, Sylvia Smith, Robert Wallace, Ira Wood

Also Attending: Town Administrator Harry Terkanian

Chair Stephen Polowczyk called the meeting to order at 7:00 p.m.

Minutes of 11/26/13
Loewenstein moved to approve the minutes of November 26, 2013.  Pellegrino seconded, and the motion carried 8-0.

Transfer
Chair Stephen Polowczyk explained the request from the Veteran’s.
Smith moved to approve the transfer from the Reserve Fund to the Veteran’s Benefits Fund in the amount of $2,800.1  Wood seconded, and the motion carried 8-0.

Budget for Herring Warden
The Natural Resource Advisory Board (NRAB) had forwarded information and letters of support for an increase in the Fiscal Year 2015 Budget line for the Herring Warden. 2  Town Administrator Harry Terkanian and the Finance Committee discussed the reasons for increasing the salary to $2,500.  

CPC Projects
In order to keep FinCom apprised of the large number of Community Preservation applications this year, CPC Coordinator Mary Rogers presented a preview of the projects that will appear in the Annual Town Meeting Warrant.   The Board discussed the Tennis Court project and the Recreation’s summer program with Harry Terkanian.  

Liaison Reports
Sylvia Smith reported on the Police Chief’s Budget requests for Fiscal Year 2015.  Linda Pellegrino said she had spoken to DPW Director Mark Vincent about snow removal and trash transportation charges.  The snow removal money has been spent.  There is now a charge for transporting recycled materials from the Transfer Station, Pellegrino said.  Tom Reinhart gave his report on the Energy Committee’s meeting.  He said that the solar panels for the Landfill area are progressing.  Reinhart had also attended a Nauset School Committee meeting which dealt with large technology proposals.   Bob Wallace reported on Shellfish practices that may influence Budget for supervision of icing of shellfish.  

Fire Overtime
Harry Terkanian said that the Fire Department will be looking for a transfer for Overtime costs.  He said he’d been comparing Overtime costs and hours for additional personnel and has found them not to be significantly different.  

Agenda for Next Meeting
Agenda for the February 12, 2014 meeting will include: Discussion with Recreation Department on Tennis Courts, Seababies CPA Request, Fire Overtime and Budget Discussion.

Adjournment
Loewenstein moved to adjourn.  Smith seconded, and the motion carried 8-0.  
The meeting was adjourned at 8:55 p.m.
