Wellfleet Finance Committee
Minutes of Meeting of December 19, 2012
Senior Center, 7:00 p.m.

Present: Sylvia Smith, Chair; Sam Bradford, Janet Loewenstein, Linda Pellegrino, Stephen Polowczyk, Thomas Reinhart, Robert Wallace,
Regrets: Liz Sorrell, Ira Wood
Also Attending: Interim Town Administrator Timothy King, Selectman Paul Pilcher; Town Accountant Marilyn Crary

Chair Sylvia Smith called the meeting to order and opened the public hearing at 7:00 p.m.

Capital Improvement Plan Hearing
Finance Committee studied the 10-Year Capital Improvement Plan.1 They discussed requests for:  a new Shellfish truck; tasers for the Police Department with Police Chief Ronald Fisette; cardiac monitors, water supply development, and ambulance replacements with Fire Chief Daniel Silverman;  building maintenance assessment, vehicle needs, Herring River Dike items and narrow band radios with DPW Director Mark Vincent;  Tennis Court rehabilitation2 and usage with Recreation Director Becky Rosenberg; and the Shellfish building.   

The School Committee, Dr. Hoffman, Assistant Business Manager Jim Nowack and Head Custodian Paul McHugh were present to explain the Capital plans for the Wellfleet Elementary School roof. 3   Mr. Nowak presented the figures for the request and answered questions regarding the project and condition of the roof.  

Town Accountant Marilyn Crary said that the debt service was going to be refinanced at a savings to the Town.  

Steve Polowczyk moved to close the public hearing.  Loewenstein seconded, and the motion carried 7-0.   The hearing closed at 9:00 p.m., and the regular meeting continued.  

DPW  Operating Budget
Department of Public Works Director Mark Vincent reviewed the DPW Operating Budget4 lines.  He answered questions about the line provided for the Pay As You Throw program.

Economic Development Grant Funds
Paul Pilcher was present to explain FinCom of an Economic Development Fund request 4  for a Budget line for $25,000.  Polowczyk moved to support the additional Budget  line for the Economic Development Fund. Loewenstein seconded, and the motion carried 7-0.  


Recreation Operating Budget
Recreation Director Becky Rosenberg explained the FY14 Operating Budget requests for the Recreation Department.  She discussed adding time to the program which will require more staff, fees for the summer program, special fund raising events, sponsorships, and the Friends of Recreation status.  She answered questions about the portable toilet  Budget line and the tennis courts.  

Minutes of 11/28/12
Polo moved to approve the minutes of November 28, 2012.  Loewenstein seconded, and the motion carried 7-0.  

Request for Opinion on Lot
Acting Town Administrator Tim King had requested an opinion on right of first refusal for a lot to be released from the recreational tax status and sold by Chequessett Yacht and Country Club (CYCC). 7    The property (Map 19, Parcel 101) on Chequessett Neck Road is a small waterfront lot consisting of .10 acres.  

Loewenstein moved to recommend to the Selectmen the release of the CYCC lot and not exercise the option to buy it.  Wallace seconded. The motion carried 7-0.  

Liaison Report
Tom Reinhart reported further on the WES roof.

Agenda for Next Meeting
Agenda for the January 23, 2013 meeting will be for Budget consideration and transfers during Fiscal Year 2012.   

Adjournment
Polowczyk moved to adjourn.  Loewenstein seconded.  The motion carried 7-0.  The meeting was adjourned at 10:05 p.m.
