Wellfleet Finance Committee
Minutes of Meeting of November 28, 2012
Senior Center, 7:00 p.m.

Present: Sylvia Smith, Chair; Sam Bradford, Janet Loewenstein, Linda Pellegrino, Stephen Polowczyk, Thomas Reinhart, Liz Sorrell, Robert Wallace, Ira Wood
Also Attending: Interim Town Administrator Timothy King, Selectman Paul Pilcher

Chair Sylvia Smith called the meeting to order at 7:00 p.m.

Transfer #13-01 – Veterans’ Benefits
Edwin Merigan, Director of Veterans’ Services had requested a transfer of $5,100 to the Veterans’ Benefits line from the Reserve Fund in order to cover the ordinary living, heat and medical expenses for needy veterans in Wellfleet that have been approved by the Commonwealth.
Wood moved to approve the Transfer #13-01 to the Veteran’s Benefits.  Polowczyk seconded, and the motion carried 8-0.  

IT Budget Review
Finance Committee discussed the IT Budget, which Tim King had provided from the Fiscal Year 2014 Operating Budget.  He explained how a technical staff is now contracted from the Barnstable Services.  FinCom would like to review this system at the end of this fiscal year.   

Water Enterprise Fund
The Water Enterprise Fund was another Budget of interest.  Water Commissioners Justina Carlson and Jim Hood were present to discuss the Water System Budget.  There will be a meeting with the Board of Selectmen in December to discuss the Fiscal Year 2014 Budget and the USDA grant/loan opportunity.  The Water Commissioners and FinCom discussed: rental of the antenna on top of the water tower; the number of users; the WhiteWater contract; fee structure; more connections; and expanding the system with Phase II.   

Economic Development Grant Funds
Paul Pilcher was present to advise FinCom of an Economic Development fund proposal.1  This will be a topic for another Finance Committee meeting, but Mr. Pilcher answered some questions about the proposal.  

Preliminary CIP
The preliminary Capital Improvement Plan2 had been submitted for FinCom consideration.  Members discussed the Fiscal Year 2014 Capital Budget column entries.  FinCom also discussed the Wellfleet Elementary School roof, which was not yet in the Capital Improvement Plan.  

Budget Schedule
The Budget presentations for the DPW, Police, Fire, Marina, IT and Water System will be held December 10, 2012 with the Board of Selectmen, and the CIP Hearing will be held December 19, 2012.

School Population
Finance Committee reviewed the materials3 regarding student population and discussed school choice in the Nauset Middle School and High School.  

Liaison Reports
Janet Loewenstein reported that the DPW is working on a complete building maintenance plan.  She also reported on the Fire Department Budget session which she had attended.  Sylvia Smith said that the Department Head sessions that she attended were very much like last year’s.  Bob Wallace reported on Shellfish Department concerns.  

Minutes of 10/24/12
Wood moved to approve the minutes of October 24, 2012.  Loewenstein seconded, and the motion carried 8-0.  

Annual Report
Sylvia Smith and Janet Loewenstein will prepare the 2012 Annual Report.  The deadline for this is December 14, 2012.

Agenda for Next Meetings
Agenda for the December 19, 2012 meeting will be for Budget presentations; the  meeting of December 19, 2012 will include: the CIP hearing, Budget Concerns, and Liaison Reports.

Adjournment
Sam Bradford moved to adjourn.  Bob Wallace seconded, and the motion carried 8-0.  The meeting was adjourned at 9:15 p.m.
