Minutes of Meeting of July 11, 2012
Town Hall Hearing Room, 4:00 p.m.
Present: Sylvia Smith, Chair; Sam Bradford, Janet Loewenstein, Linda Pellegrino, Stephen Polowczyk, Thomas Reinhart, Robert Wallace, Ira Wood

Chair Sylvia Smith called the meeting to order at 4:00 p.m.
End of FY12 Transfers
Town Accountant Marilyn Crary presented twelve interline transfers within departments and six interline transfers between departments for the end of Fiscal Year 2012.* Paul Sieloff answered questions from the Finance Committee about the transfers, Town expenses and sources of revenue.
Wood moved to approve the transfers. Loewenstein seconded, and the motion carried 8-0.
Minutes of 6/27/12
Wood moved to approve the minutes of June 27, 2012. Polowczyk seconded, and the motion carried 8-0.
ATFC Membership Dues Approval
Bradford moved to approve payment of dues for membership in the Association of Town Finance Committees. Polowczyk seconded, and the motion carried 8-0.
Scheduling Manny Smith Presentation
FinCom members discussed holding an August meeting for a presentation on a suggested plan by Manny Smith for real estate tax reduction for year round residents. Paul Pilcher asked that the Finance Committee consider Smith’s proposal before September.
Wood moved to not invite Smith to a FinCom meeting. Reinhart seconded, and the motion failed 2-6.
The FinCom meeting with Smith will take place August 1 at the COA at 7 p.m..
Planning FY14 Budget Message to Department Heads
Tom Reinhart will begin drafting a Budget Message to department heads so that FinCom can review it in August and it can be delivered in September.
Screening Committee
Sylvia Smith explained the composition of the screening committees for the Fire Chief and Town Administrator. Finance Committee representatives are involved in both searches.
Receipts Reserved
Marilyn Crary explained how the receipts reserved items on the revenue worksheets move each year.
Creation of Building Capital Improvement Fund
FinCom is interested in creating a fund for Capital improvements for Town buildings and discussed the possibilities with Marilyn Crary and Paul Sieloff. Members were concerned about preventative building maintenance. Liaisons Janet Loewenstein and Tom Reinhart will work with DPW about Capital needs for buildings. There was a discussion about location of the Shellfish Department office and bathrooms at Baker’s Field.
Draft Nauset Schools Capital Study
Paul Sieloff said the Nauset Schools Capital Study will be completed in August. FinCom will discuss the findings at its September meeting.
Open Meeting Seminar
Paul Sieloff urged members to attend the Open Meeting Law seminar Tuesday, August 17 at the Senior Center.
Agenda for Next Meeting
Agenda for the August 1, 2012 meeting will include: the residents’ tax reduction presentation by Manny Smith, draft of Budget Message, Recreation Dept. follow-up, minutes, mail and other business.

Loewenstein moved to adjourn. Polowczyk seconded. The motion carried 8-0.
