Wellfleet Finance Committee
Minutes of Meeting of December 28, 2011
Town Hall Hearing Room, 7:00 p.m.


Present: Dennis Murphy, Chairman; Janet Loewenstein, John T. Morrissey, Stephen Oliver, Stephen Polowczyk, Sylvia Smith, Robert Wallace

Also Attending: Town Administrator Paul Sieloff, Town Accountant Marilyn Crary

Chair Dennis Murphy called the meeting to order at 7:00 p.m.

Transfer #12-01
Town Tax Collector Marianne Nickerson explained her request for a transfer of $540.83 to settle on taxpayer abatements for Fiscal year 2010 and 2011.  
Smith moved to approve the Transfer #12-01.1 Loewenstein seconded, and the motion carried 7-0.  

Dennis Murphy opened the public hearing for the Capital Improvement Plan (CIP) at 7:05 p.m.

Capital Improvement Plan & Fiscal Year 2013 Capital Budget
Finance Committee examined the ten-year Capital Improvement Plan2 and discussed a number of debt items with Town Accountant Marilyn Crary and Town Administrator Paul Sieloff.  These included:  wind turbine planning expenses, the Land Bank purchases, the Fire Station, the fire tank truck, ambulances and the Library HVAC system.

Murphy closed the public hearing at 8:00 p.m.

Fiscal Year 2013 Operating Budget
On January 10, 2012.the Selectmen and FinCom will hold a joint meeting to hear Police, Fire, DPW, Marina and Water Budgets.  Paul Sieloff said the School Budgets should be ready the first BOS meeting in February.  FinCom discussed a few of the cuts that the Town Administrator had made in the Operating Budget.  FinCom would like to see revenues for the Water Enterprise Fund before the January 10th meeting with the Selectmen.  

Message to Residents and Taxpayers
A Finance Committee message to residents and taxpayers regarding Capital Budget3 had been prepared.  Sylvia Smith moved to accept the letter.  Polowczyk seconded, and the motion carried 7-0.  A copy of the letter will be sent electronically to Chamber of Commerce, the Wellfleet Forum, the Non-Resident Taxpayers Association, the Library and the Senior Center with requests to distribute it.  It will be included in the Town e-mail distribution list, put on the Town website and in the Town Meeting Warrant and posted at Town Hall.  A note will be added to the letter that the Capital Improvement Plan will be posted on the website in February.  

Fire Dept. Overtime Study for Wellfleet
Paul Sieloff distributed the University of Massachusetts proposal to conduct an Analysis of Fire Department Overtime Usage for the Town of Wellfleet. 4  Sieloff reviewed the scope and timeline for the study which he plans to pursue.   He said that Chief Silverman will participate in the study.  

Contracts
Dennis Murphy had requested the contracts for the Fire Department and DPW.  He believes that reading the contracts will clarify misconceptions that FinCom members may have about the departments, particularly overtime questions.  
        
Minutes of 11/30/11
Smith moved to approve the minutes of November 30, 2011.  Loewenstein seconded, and the motion carried 7-0.

Other Business
Sylvia Smith said she is unable to be FinCom’s representative member on the Personnel Board.  FinCom needs to replace her.  

 At a request by the Board of Selectmen, FinCom considered the possibility of remote participation in meetings.  Polowczyk moved disapprove remote participation.  Smith seconded.  Polowczyk and Smith withdrew the motion and second and the motion to withdraw carried 7-0.  FinCom had further discussion of the advantages and disadvantages of allowing remote participation in meetings.
Steve Polowczyk moved to say no to remote participation.  Smith seconded, and the motion against remote participation in meetings carried 6-1.

Adjournment
Steve Polowczyk moved to adjourn.  Wallace seconded, and the motion carried 7-0.  The meeting was adjourned at 9:05 p.m.
