Minutes of Meeting of October 19, 2011
Town Hall Hearing Room, 7:00 p.m.


Present: Dennis Murphy, Chairman; Sam Bradford, Janet Loewenstein,  John T. Morrissey, Stephen Oliver, Stephen Polowczyk, Sylvia Smith, Liz Sorrell, Robert Wallace
Also Attending: Town Administrator Paul Sieloff

Dennis Murphy called the meeting to order at 7:00 p.m.

Special Town Meeting Recommendations – Articles 6 & 7
John Morrissey disclosed that he is a member of the Wellfleet Conservation Trust.
Wellfleet Conservation Trust President Dennis O’Connell gave further background on Conservation Articles 6 and 7.  He distributed a “Proposal for Conservation Land” hand-out1 which depicted the area and an explanation of the financing for Article 6. 2

Wallace moved to recommend Article 6 for the Conservation Restriction on the Clover Property.  Loewenstein seconded, and the motion carried 8-0-1.

Loewenstein moved to recommend Article 7 for placing Map 30, Parcel 68 under the custody of the Conservation Commission.  Polowczyk seconded, and the motion carried 7-1-1.

Paul Sieloff gave an update on Cape Cod Commission work on the extension of the bike trail.  

Library Trustees’ Discussion of Needs
Head Librarian Elaine McIlroy and Reatha Ciotti were present to explain the various Library needs.  They distributed an updated Maintenance, Repair and Replacement Priorities for the Library. 3   They answered questions on items, particularly the HVAC system, to be placed on the Capital Improvement Plan.  FinCom discussed what Library Funds might be used for the building upkeep. McIlroy reported on what use the Library makes of their trust funds.  She told FinCom about a grant that the Library was unable to get.  John Morrissey urged the Library to look into Green Communities money; however, Wellfleet is not a member of Green Communities.  

FinCom discussed improving the process of placing Building Needs on the Capital Improvement Plan.  Liz Sorrell explained the advantages of Performance Contracting for building budgeting purposes.  Paul Sieloff discussed the work of the Building Needs Committee.  He recommended Library involvement in grant writing for building repairs.  FinCom will be communicating with DPW on capital improvements for the Library.   Bob Wallace suggested that the Library should keep FinCom apprised of any progress.  Ciotti asked for a FinCom liaison to the Library.  Liz Sorrell and Janet Loewenstein volunteered.  

Green School Repair
Steve Polowczyk reported on the other towns’ approval of Green School Repair.

Dispatcher Regionalization
Paul Sieloff said that at Pre-Town Meeting a representative from the dispatchers read a statement of agreement to the partial regionalization of calls to the Barnstable County Sheriff’s Dispatching Services. The cost of the Barnstable services will be coming from the Ambulance Fund each year, Sieloff said.    

Fire Dept. Overtime Study for Wellfleet
Paul Sieloff had agreed to have a study done on Wellfleet Fire Department Overtime.  This will be completed when the consultant returns from a vacation, he said.  

Capital Improvement Plan
Sieloff revisited the importance of compiling a comprehensive Capital Improvement Plan.  John Morrissey discussed use of the “Stretch Code” for building repair for towns in the Green Communities program.  The Energy Committee is working on bringing the Green Communities program before a future Town Meeting, Morrissey said.  

Paul Sieloff and FinCom discussed beginning the process of zero-based budgeting.  

Private Road Maintenance Reports
Dennis Murphy said he will meet with the DPW Director to discuss annual reports on private road maintenance, a transfer at the end of Fiscal Year 2011, vehicle maintenance records, the sill on one side of the Library and other matters.  

Clarification
In response to a question, Paul Sieloff explained coverage of the position of Building Inspector for the Town.  

Legal Expenses
Janet Loewenstein said she was still studying six months of legal bills.  She mentioned a few cases that were included in the list.  She will prepare a summary on her findings and present it at another meeting.  

Budget Schedule
Paul Sieloff said he will let FinCom know when his meetings with Department Heads are scheduled so that FinCom members may attend.  The Capital Plan Hearing will be held on December 28, 2011.   

FinCom discussed the message to Department Heads.  


Minutes of 10/19/11
Oliver moved to approve the minutes of October 19, 2011. Sorrell seconded, and the motion carried 9-0.

Other Business
Dennis Murphy said that the School Committee has formed committee to start looking at capital plans for the school buildings.   

Agenda for Next Meeting
Agenda for the November 30, 2011 includes: Budget, Legal, Private Road Message, Police Overtime, Capital Improvement Plan, and Student Population at Nauset Regional Schools.

Adjournment
Morrissey moved to adjourn.  Sorrell seconded, and the motion carried 9-0.  The meeting was adjourned at 9:25 p.m.
