Wellfleet Finance Committee
Minutes of Meeting of July 13, 2011
Town Hall Hearing Room, 7:00 p.m.


Present: Dennis Murphy, Chairman; John T. Morrissey, Stephen Oliver, Stephen Polowczyk, Sylvia Smith, Liz Sorrell, Robert Wallace

Dennis Murphy called the meeting to order at 7:10 p.m.

Transfers
Town Accountant Marilyn Crary presented the end of the Fiscal Year transfers1 and discussed them with FinCom with attention to the DPW transfers.  FinCom will have questions on DPW lines ready for the Fiscal Year 2013 Budget sessions. Liz Sorrell noted that the School Budget never requires transfers.

Transfer #11-01 of $1,344 for contract services for Sibel Asantugrul2 as local inspector for the Building Department for the month of June was presented.

Sorrell moved to approve Transfer #11-01.  Smith seconded, and the motion carried 5-0.  

Open Space Request
In a memo dated June 15, 2011,3  the Open Space Committee had requested comments on the designation of Map 30, Parcel 68 as Conservation land.  Jan Plaue, Chair of Open Space, explained the history of the lot.  

Sorrell moved to recommend the designation of the property off Old County Rd. (Map 30, Parcel 68) as Conservation land.  Polowczyk seconded, and the motion carried 6-0-1.  

School Presentation
School Committee Chair Jan Plaue was also present to discuss the completed contract negotiations with the teachers as she had promised to do in spring.  She related the process, the effects of the anticipated override, composition of the negotiating teams and the absence of attorneys.  Sylvia Smith had another question about the replacement of a teacher at Wellfleet Elementary School.  Plaue also explained the Lexington Plan, which had been eliminated, Health Care provisions, Administrator bonuses, longevity, and school atmosphere.  There was discussion of the School assuming Budget responsibility for Health Care.  

Save As You Throw Program
John Morrissey said that the Selectmen had created a Task Force for studying a Save as You Throw program for the Transfer Station.

Legal Budget
Paul Sieloff said he’d entered into an agreement with three other towns for shared legal services from Kopelman & Page.  He discussed the importance of attorneys at contract negotiations.  John Morrissey asked about changing business practices since the Fiscal Year 2012 legal budget had been cut by $40,000.  Marilyn Crary suggested studying actual Wellfleet bills for legal expenses.  FinCom suggested putting out to bid the legal services for the Town.   

Planning Meeting with BOS
Paul Sieloff said the Chatham study for Fire Department Overtime and the Mashpee study is not yet ready, so the meeting with the Selectmen will be arranged at a later date.  
        
Minutes of 5/25/11
Steve Polowczyk moved to approve the minutes of May 25, 2011.  Smith seconded, and the motion carried 6-0.

Nauset Green School Repair Program
Superintendent of Schools Richard J. Hoffmann had provided information sheets on the Green School Repair Program for the Nauset School System. 4   John Morrissey wondered why FinCom had not heard of this plan beforehand.  Marilyn Crary will provide the Nauset Capital Plan to FinCom.  The Superintendent of Schools will be at a meeting with the Selectmen on Tuesday, July 19 and will answer some of the questions FinCom had raised.  

Other Business
John Morrissey discussed uncollected taxes and would like to prepare more information for the September meeting.  

Adjournment
Sorrell moved to adjourn.  Polowczyk seconded, and the motion carried 7-0.  The meeting was adjourned at 9:15 p.m.
