Minutes of Meeting of March 9, 2011
Senior Center Conference Room, 7:00 p.m.


Present: Dennis Murphy, Chairman; Sam Bradford, Robert Kelly, Janet Loewenstein, John T. Morrissey, Sylvia Smith, Robert Wallace

Dennis Murphy called the meeting to order at 7:00 p.m.

Warrant Articles
Preston Ribnick and Lilli Green were present to caution against joining Cape & Vineyard Electric Cooperative, Inc. (CVEC), the subject of Article Ma.

Sam Bradford moved to table a decision until the Energy Committee presented the reasons for joining CVEC and to reserve recommendation for Town Meeting.
Kelly seconded the motion.  Town Administrator Paul Sieloff explained why the Article had been placed on the Warrant.
The motion to reserve recommendation to Town Meeting carried 7-0.

Finance Committee will wait for a finished Operating Budget before making a recommendation for Article A.  

Recreation Director Becky Rosenberg explained the Community Preservation Articles for a Soccer Field.  FinCom requested rough annual maintenance costs before voting on Articles Ka, Kaa, Kab for the Health, Fitness and Recreation Area and borrowing to become eligible for a PARC grant.  

Article B, Transfers, was tabled until all the transfers are in place.  

FinCom considered the Fiscal Year 2012 Capital Budget for recommendation of Article C.  The first item on the Capital Budget was fiber optics for $121,000.  FinCom discussed the financial projections and installation options.  

Smith moved to recommend the Capital Budget line of $121,000 and Article Jb for the installation of Fiber Optic computer cables.  Loewenstein seconded, and the motion carried 5-1-1.

Two Police cruisers on the Capital Budget totaled $60,000.  
Loewenstein moved to recommend the Capital Budget line item for the Police cruisers.  Morrissey seconded, and the motion carried 5-2.  

Kelly moved to recommend the Fire Capital Budget line of $42,500.  Morrissey seconded, and the motion carried 7-0.

Loewenstein moved to recommend the Elementary School Capital Budget for $40,000.  Smith seconded, and the motion carried 7-0.  

Kelly moved to recommend the Nauset Regional Schools line of $55,000.  Loewenstein seconded, and the motion carried 7-0.

Wallace moved to recommend the DPW Capital Budget line for $81,000.  Kelly seconded, and the motion carried 7-0.

Loewenstein moved to recommend the Coastal Remediation line for $84,000. and Article Ja.  Smith seconded, and the motion carried 7-0.  

Loewenstein moved to approve the Beach ATV for $8,000 contingent on FinCom receiving a Vehicle Rollover form.  Smith seconded, and the motion carried 7-0.

Smith moved to accept the Debt sections, the rest of the Capital Budget.  Loewenstein seconded, and the motion carried 7-0.

Smith moved to recommend Article C, the FY12 Capital Budget.  Morrissey seconded, and the motion carried 6-1.

Bradford moved to table recommendation of Article Ea for Wellfleet Elementary School until there was more detail on staffing.  Kelly seconded, and the motion carried 7-0.

Bradford moved to recommend Article Eb    Smith seconded, and the motion carried 7-0.

Loewenstein moved to recommend Article F for Elected Officials.  Smith seconded, and the motion carried 7-0.

Bradford moved to table Article Fa for the Wellfleet Police Union. Morrissey seconded, and the motion carried 7-0.

Kelly moved to not recommend Article Fb, the petitioned Article for the Wellfleet Permanent Firefighters Association.  Morrissey seconded, and the motion to not recommend carried 6-1.

Loewenstein moved to table Article Fc for Fire wages.  Morrissey seconded, and the motion carried 7-0.  

Kelly moved to recommend Article G for the contribution to the Stabilization Fund.  Bradford seconded, and the motion carried 7-0.

Bradford moved to recommend Article H for road resurfacing and repair.  Loewenstein seconded, and the motion carried 7-0.

Loewenstein moved to recommend Article I for Post Employment Benefits.  Morrissey seconded, and the motion carried 7-0.

Loewenstein moved to recommend Article J for two bills from previous fiscal years.  Morrissey seconded, and the motion carried 7-0.

Loewenstein moved to approve Article Jb for Fiber Optics.    Kelly seconded, and the motion carried 5-1-1.

Loewenstein moved to recommend Article Jc for rescinding unissued portions of borrowing totals.  Kelly seconded, and the motion carried 7-0.

Murphy moved to recommend Article K for Community Preservation percentages.  Loewenstein seconded, and the motion carried 7-0.

Wallace moved to recommend Article Kb for the transfer of Community Preservation Funds of $23,000 into the Wellfleet Affordable Housing Trust Fund.  Smith seconded, and the motion carried 5-1-1.

Smith moved to recommend Article L for the transfer of a sum from the Fire Station Construction Budget into a budget for alternative and renewable energy.  Loewenstein seconded, and the motion carried 4-3.

Bradford moved to recommend Article La, transfers from Uncle Tim’s Bridge project.  Smith seconded, and the motion carried 7-0.

Loewenstein moved to recommend Article Lb for the transfer of a sum from the Landfill Capping budget into a budget for road drainage improvements.  Smith seconded, and the motion carried 6-1.

Bradford moved to recommend Article Lc for concessions at Town-owned and operated beaches.  Loewenstein seconded, and the motion carried 7-0.

Bradford moved to table recommendation of Article M for concessions at Town-owned and operated beaches until equipment and values are included.  Loewenstein seconded, and the motion carried 7-0.

Bradford moved to recommend Article O for the Collector’s methods.  Smith seconded, and the motion carried 7-0.

Loewenstein moved to recommend Article P for work on the Herring River Dike.  Morrissey seconded, and the motion carried 7-0.

Bradford moved to recommend Article Q for the Education Reform Formula.  Smith seconded, and the motion carried 7-0.

Regarding Article U, Sam Bradford, as liaison to the Wastewater Planning Committee, said that they had requested that lots in high density areas be kept in Town ownership.  
Loewenstein moved to reserve recommendation Article U for the sale of nine vacant Town properties.  Smith seconded, and the motion carried 7-0.

Other Business
John Morrissey had drafted a letter to the School Committee.  Loewenstein moved to approve the letter with some minor reorganization.  Bradford seconded, and the motion carried 7-0.

Morrissey had written a letter to the Selectmen regarding creation of a policy for profit goals for fuel at the Marina.  Bradford suggested including the Marina Advisory Committee in the policy making.  Kelly moved to send the letter.  Wallace seconded, and the motion carried 7-0.

Kelly moved to recommend the minutes of February 16, 2011. Loewenstein seconded, and the motion carried 7-0.

Agenda for Next Meeting March 21, 2011
A meeting will be held on Monday, March 21 for the remaining Warrant Articles, a Soccer Field with CPA funding, ATV Vehicle Rollover form, Overrides, Dispatchers, and a FinCom Statement for the Warrant.

Adjournment
Loewenstein moved to adjourn.  Smith seconded, and the motion carried 7-0.  The meeting was adjourned at 10:05 p.m.
