Minutes of Meeting of December 8, 2010
Senior Center Conference Room, 7:00 p.m.
Present: Dennis Murphy, Chairman; Janet Loewenstein, Robert Kelly, John T. Morrissey, Liz Sorrell, Robert Wallace

Chairman Dennis Murphy called the meeting to order at 7:00 p.m.
Operating Budget FY12
FinCom reviewed the Fiscal Year 2012 Budget worksheets and asked questions about particular lines. FinCom members were interested in Legal Expenses #151. Bob Kelly objected to the Chamber of Commerce line #182. Paul Sieloff discussed the Police and Communications/Dispatchers Budgets with FinCom. Fire Department Overtime lines were also scrutinized. The Fire Overtime reports will continue to be sent to the Town Administrator, who recommended that FinCom examine them with the Fire Chief on a regular basis. Contract Services for the Building Department and the Animal Control Officer were considered. The School Budgets are very preliminary at this time, but there was discussion of expected class enrollments. DPW has a Salary line for a foreman although there will be no additional
personnel. There is now a line for municipal water usage in the DPW Budget. DPW Snow Removal and Transfer Station lines were discussed. Kelly questioned the increases in the Human Services Budget #520. The Beach salary line had increased; Paul Sieloff explained some of the reasons.
Minutes of 11/10/10
Loewenstein moved to approve the minutes of November 10, 2010. Kelly seconded, and the motion carried 5-0.
Mail
The latest issue of the Beacon had arrived in the mail.
Other Business
Janet Loewenstein offered a suggestion for police regionalization through a precinct system with a number of other towns. Paul Sieloff gave a history of regionalization efforts with other police departments. Sieloff said there would be a Warrant article on regionalization at Annual Town Meeting.
Agenda for Next Meeting
The agenda for the December 29, 2010 meeting and CIP public hearing was set.

Loewenstein moved to adjourn. Kelly seconded, and the motion carried 5-0. The meeting was adjourned at 9:35 p.m.
