Wellfleet Finance Committee
Minutes of Meeting of May 26, 2010
        Senior Center Conference Room, 7:00 p.m.


Present: Dennis Murphy, Chairman; Sam Bradford, Janet Loewenstein, Robert Kelly, John T. Morrissey, Sylvia Smith, Liz Sorrell, Robert Wallace
Also Attending: Town Administrator Paul Sieloff, Town Clerk/Treasurer Dawn Rickman, Town Accountant Marilyn Crary

Chairman Dennis Murphy called the meeting to order at 7:04 p.m.

Library Copier
Head Librarian Elaine McIlroy and IT Advisor Cristian Patapie explained how there is an opportunity to buy a copier that would save money for the Library.  There is a window of opportunity to purchase the machine.  The money would come from the Reserve Fund and another Administrative line.  Murphy asked about using the Wellfleet Library Fund for the copier.  McIlroy said those funds are used to enhance services, not for basic services.  FinCom discussed ways to best cover the cost of the new copier.  Smith moved to fund the copier from the two accounts.  Kelly seconded, and the motion carried 8-0.

Library Transfer
Elaine McIlroy requested a transfer of $1,000 to cover the increased cost of the service contract for the FY10 copier budget.  Sorrell moved to approve the transfer of $1,000.  Loewenstein seconded, and the motion carried 8-0.  

Retirement Presentation
Paul Sieloff introduced Mark Zielinski, Chairman/Treasurer of the Barnstable County Retirement Association, who was invited to give a presentation on the Retirement Board, the pension reform bill and the Municipal Relief Piece.  He distributed statistical materials to accompany his talk.  

Health Insurance Offerings
John Morrissey reported on the Massachusetts Municipal Association’s health insurance seminar which he had attended on May 4, 2010.  It concerned controlling growth in health care costs for towns.  Town Treasurer Dawn Rickman also gave background on Wellfleet’s Health Insurance options and current plans that are in place.   Paul Sieloff discussed the increased costs for Wellfleet.  

Fire Department Overtime
Fire Chief Daniel Silverman was present for a review of Fire overtime/double time reports since January 25, 2010.  Paul Sieloff also explained why the reports were being produced.  Chief Silverman said that shift coverage makes up the majority of the overtime.  He explained the system of overtime rotation, which is now being shared more equitably.  Silverman explained about Academy time for firefighters.  He offered overtime comparisons with other Cape towns.  Loewenstein asked about partial regionalization of call personnel.  Silverman said dispatch services could be easily regionalized, and there is a Cape-wide study underway.  Murphy said he’d like to see the overtime reports continue so that FinCom can work on solutions.  

Budget Concern
Bob Kelly was concerned about the extra 2010 School budget.  Sorrell said that schools are allowed to pay Special Education expenses in advance.  Kelly said that WES was considering advance payment of fuel.  Whether the money should go to Free Cash or be used as a saving device for the School was debated since the FY10 money cannot be carried over into the next Fiscal Year.   

Minutes of 4/21/10
Bradford moved to approve the minutes of April 21, 2010.  Sorrell seconded, and the motion carried 7-0-1.  

Other Business
Paul Sieloff said there is action on moving forward for regionalized dispatchers.
John Morrissey, liaison to the Energy Committee, gave a brief report on changes in that committee.

Adjournment
The meeting was adjourned by consensus at 9:55 p.m.
