Minutes of Meeting of November 19 2009
        Senior Center Conference Room, 7:00 p.m.


Present: Dennis Murphy, Chairman; Robert Kelly, Sam Bradford, John T. Morrissey, Robert Wallace, Janet Loewenstein, Donna Robertson, Sylvia Smith,

Chairman Dennis Murphy called the meeting to order at 7:00 p.m. and welcomed new members John Morrissey and Donna Robertson.

Building & Needs Committee Report
Hugh Guilderson and Adam Levinson were present to discuss projected needs for preventative maintenance and repairs of municipal buildings.   A computerized maintenance program would give advance notification of problems.  Guilderson spoke about past problems with the antenna at the Police/Fire Facility.  The Building & Needs Committee had made a report that recommended not spending further money on the deteriorated Police Station, Guilderson said.  He discussed use of contract services for building maintenance.  In Wellfleet there is no maintenance plan in place for municipal buildings, a situation that needs to be addressed.  FinCom intends to further study maintenance issues.  

Minutes of 10/28/09
Kelly moved to approve the minutes of October 28, 2009.  Wallace seconded, and the motion carried 6-0.  

Mail
Copies of the Beacon were available.

Budget Message
FinCom developed the Budget Message for the April Town Meeting Warrant.  The Board unanimously voted to accept the message as outlined.  

Liaison Reports
Donna Robertson reported on the Library’s budget.  Sylvia Smith said that the Fire Chief had a grant application he will bring to FinCom.  She distributed a spreadsheet on the effects on tax rate from the Fire Department. Bob Wallace said the Shellfish Department plans to sell some unused items and to close down the Mayo Beach office.  Dennis Murphy had attended the DPW Budget meeting with the Town Administrator and reported on that.  John Morrissey was assigned as liaison to the Energy Committee. Sam Bradford gave some of the figures from the Marina Enterprise Fund and discussed other revenue ideas for the Marina. Janet Lowenstein said that the Town Administrator had completed the Budget talks with department heads.    

Other Business
The next Finance Committee will be held Dec. 3, 2009.  The joint Budget meetings with the Selectmen are also about to begin in December.

Adjournment
Kelly moved to adjourn.  Smith seconded, and the motion carried 8-0.  The meeting was adjourned at 9:35 p.m.
