Minutes of Meeting of September 30, 2009

Acting Chair Steve Oliver called the meeting to order at 7:00 p.m.

Minutes of 9/9/09
Kelly moved to approve the minutes of September 9, 2009.  Sorrell seconded, and the motion carried 4-0.

Discussion with Energy Committee
Geoff Carlson, Michael May and Griswold Draz of the Energy Committee were present to discuss the wind turbine project that will be presented at Special Town Meeting.  Topics of discussion included: costs for up to three turbines; a discrepancy in the original estimate and the actual RFP proposal figure; total project cost; interconnection study; permitting costs; geotechnical investigations at each turbine site; NSTAR upgrade; impact of turbine sound frequencies; financial aid from clean renewable energy bonds; the acoustics study for audible and sub-audible range; state caps on green energy; net metering; not joining Cape & Islands Light Compact; additional photovoltaic solar panels on municipal buildings; other energy saving measures the Town could implement; the repayment schedule; presenting the project as a debt exclusion Article; the translation of costs into individual tax bills; possible rebates; the period of actual expense; and revenue estimates.

Discussion of STM Article for Water System Enterprise Fund
Paul Sieloff said that the Water Commissioners would like to establish an Enterprise Fund next July, but they need a Special Revenue Fund for Municipal Water System connection money now.  Sieloff discussed how debt would be handled in an Enterprise Fund.  He discussed costs for running a water system. An Article for a Water System Enterprise Fund is on the Special Town Meeting Warrant.   

STM Articles
FinCom members and Paul Sieloff discussed the other Warrant Articles for Special Town Meeting: transfers, wind turbines, Lieutenant Island Road, excise taxes for meals and room taxes, sale of eight Town-owned properties, Town Collector fee, CPC Housing, disposal of property and land for Outer Cape Health Services.  

Budget Preparation
Paul Sieloff distributed his Budget Message and Instructions to Department Heads and Boards and a Budget Policy for Wellfleet.  He reviewed these with the Finance Committee, who made suggestions and asked questions about the draft policy.  

Adjournment
Sorrell moved to adjourn.  Kelly seconded, and the motion carried 4-0.  The meeting was adjourned at 9:50 p.m.
