	Finance Committee Minutes March 17, 2004 Library Present: B. Bruinooge, Chair; J. Makely, A. Kirsch, C. Caruso, S. Smith, M. Hay, N.Bone Excused: P. Foley Also Present: Tim Smith, Helen Miranda Wilson, Ira Wood, Marilyn Crary, Alan Hight The Chair called the meeting to order at 7:02 pm. The Finance Committee voted unanimously to approve the transfer of $3130 from the Reserve Fund to Computerization line 153. Transfer number 04-09. The Reserve Fund balance is $8730. The TA discussed his handout of a new budget, and his cap sheet which showed a lower deficit of $501,023. Differences in the budget included an increase in the Marina Enterprise budget of about $45,000 needed to buy gas and diesel since the Town will be taking over the pumps, a slightly higher Selectmen There was a Personnel Board meeting on March 16. They support the two positions: firefighter and water system. The Board of Health voted to recommend the water tower warrant article. The Finance Committee The meeting after that will be Thursday, April 22. Town elections will the first Monday in May. The Warrant: Ballot questions may change after next week STM: No data was available yet on the amount to be transferred. ATM: The Finance Committee votes were as follows: Article 1: Nancy Bone moved and John Makely seconded that the Finance Committee recommend the budget of $10, 670,014. 7-0 Article 2: hold till next week. Article 3: Carl Caruso moved and Arlene Kirsch seconded that the Finance Committee recommend the Marina Enterprise budget of $355,810. 7-0 Article 4: union salary adjustments: John Makely moved and Carl Caruso seconded that the Finance Committee recommend. 7-0 Article 5: elected officials salary adjustments: Sylvia Smith moved and John Makely seconded that the Finance Committee recommend. 7-0 Article 6: add water system/DPW employee: Carl Caruso moved and John Makely seconded that the Finance Committee recommend. Discussion ensued, pro and con. Tim Smith may ask the Selectmen to place an additional article on the warrant to add funds for a water system consultant in case this article does not pass at ATM. 3-4 (Therefore, the Finance Committee does not recommend.) Article 7: Stabilization fund: Arlene Kirsch moved and Berta Bruinooge seconded that the Finance Committee not recommend. 6-0-1 Article 8: Chap 90 funds: Carl Caruso moved and Nancy Bone seconded that the Finance Committee recommend. 7-0 Article 9: accepting gifts: Mac Hay moved and Sylvia Smith seconded that the Finance Committee recommend. 7-0 Article 10: authorize tax collection: Nancy Bone moved and Carl Caruso seconded that the Finance Committee recommend. 7-0 Article 11: indemnify DEP: Arlene Kirsch moved and John Makely seconded that the Finance Committee recommend. 7-0 Article 12: Nauset Regional Schools apportionment: Sylvia Smith moved and John Makely seconded that the Finance Committee recommend. 7-0 Article 13: vehicle disposal: Carl Caruso moved and Mac Hay seconded that the Finance Committee recommend. 7-0 Article 14: health insurance offer for firefighters: John Makely moved and Arlene Kirsch seconded that the Finance Committee recommend. 7-0 Article 18: road grader: Hold till next week. Article 19: backhoe: Arlene Kirsch moved and Sylvia Smith seconded that the Finance Committee recommend. 6-0-1 Article 20: garbage packer truck: Hold till next week. Article 21: Uncle Tim 7-0 Article 22: Lt. Island Bridge: Actual cost will be $700,000 to $1 million according to Tim Smith. John Makely moved and Nancy Bone seconded that the Finance Committee recommend. 7-0 Article 23: landfill capping: John Makely moved and Arlene Kirsch seconded that the Finance Committee recommend. 7-0 Article 24: additional firefighter/paramedic position (to be exempted from Prop 2-1/2): Discussion about why Chief Hight 3-4 (Therefore the Finance Committee does not recommend.) Article 25: Visitors Services/Chamber appropriation: Berta Bruinooge moved and Sylvia Smith seconded that the Finance Committee recommend. 4-2-1 Article 26: Fireworks: There was agreement to ad into the Finance Committee remarks the actual costs, including Police Department overtime. Mac Hay moved and John Makely seconded that the Finance Committee recommend. 5-0-2 Article 27: a step towards a new well: Hold till next week due to WIAC hearings this week. Article 28: taking by eminent domain of the property adjacent to DPW known as 5-1-1 Article 29: correcting an accidental taking of property: Mac Hay moved and Nancy Bone seconded that the Finance Committee recommend. 7-0 Article 30: to have users pay capital costs of an expanded water system: Carl Caruso moved and John Makely seconded that the Finance Committee recommend. 5-1-1 Article 32: administrative clean-up of a by law on fines for parking in handicap spaces illegally: Arlene Kirsch moved and John Makely seconded that the Finance Committee recommend. 7-0 Article 33: Town Clerk 7-0 Article 34: the same rental registration bylaw article as last year: Carl Caruso moved and John Makely seconded that the Finance Committee recommend. 5-0-2 Article 35: conservation of the sand pit: Arlene Kirsch moved and John Makely seconded that the Finance Committee recommend. 7-0 Article 36: tax work-off program: The TA said the cost of this article combined with the next two together is about $25,000. Arlene Kirsch moved and Nancy Bone seconded that the Finance Committee recommend. 6-1 Article 37: tax deferment option: Carl Caruso moved and Berta Bruinooge seconded that the Finance Committee recommend. 7-0 Article 38: change exemption limits: Mac Hay moved and John Makely seconded that the Finance Committee recommend. 6-1 Articles 50-52: taking properties by eminent domain to clear titles for gifts to Housing Authority for Habitat for Humanity: [considered jointly] Carl Caruso moved and Sylvia Smith seconded that the Finance Committee recommend. 7-0 for all three articles. Article 53: establishing the affordable housing trust fund: Carl Caruso moved and Arlene Kirsch seconded that the Finance Committee recommend. 7-0 Article 56: Juice Bar: Arlene Kirsch moved and John Makely not to recommend this article. 7-0 Article 58: petitioned article re: retired employees 6-0-1 Finance Committee Minutes of February 18, 2004: Arlene Kirsch moved and John Makely seconded approving the minutes. 6-0-1 Other business: Arlene Kirsch asked to be relived of her role as liaison to the Board of Selectmen due to an increased work load. Carl Caruso will be the new liaison.
